The ideal candidate will have 3–5 years of supervisory solid waste experience, relevant certifications, and strong knowledge of Idaho environmental rules.

Qualifications

• Education: High School Diploma required; Associate’s or Bachelor’s preferred in Environmental Science, Logistics, Public Administration, or related field.
• Experience: 3–5 years of progressive solid waste supervisory or related facility leadership experience.
• Licenses & Certifications: Valid driver’s license; SWANA TSO or Transfer Station Operations certification; OSHA 10; OSHA 30 preferred; First Aid/CPR/AED; 40‑hour HAZWOPER within 1 year.

Responsibilities

• Ensure transfer station operates within DEQ and OSHA rules; maintain environmental logs and compliance profiles.
• Oversee recruitment, training, scheduling, and performance evaluations of Solid Waste Technicians.
• Coordinate with long-haul waste transport vendors; monitor KPIs and adjust haul schedules in peak periods.
• Review revenues, scale data, and expenditures; track budget and prepare monthly projections.
• Direct maintenance of scales, gates, structures, and security systems.
• Serve as on-call coordinator for security, spills, severe weather, and emergencies.

Summary

Valley County is seeking a dedicated and experienced Solid Waste Manager to administer the full scope of daily field operations, regulatory compliance, personnel management, and vendor logistical synchronization at the Valley County Solid Waste Transfer Site. Reporting directly to the Facilities Director, the Solid Waste Manager serves as the single-site operational administrator responsible for maintaining total facility compliance, guiding a frontline team, and managing critical vendor relationships.

This is a full-time position with full employee benefits.

Typical Duties & Responsibilities

The Solid Waste Manager exercises significant administrative independence while holding ultimate accountability for the transfer station's legal status, personnel management, contract compliance, and budgetary tracking. Unlike frontline Technician roles, this position focuses on high-level operational oversight, long-term strategic planning, and ensuring seamless service delivery to the community. Key responsibilities include:

• Operations & Regulatory Leadership: Acts as the primary authority ensuring the transfer station strictly operates within Idaho Department of Environmental Quality (DEQ) and OSHA rules. Compiles, certifies, and submits all required environmental logs, water runoff data, and compliance profiles.
• Personnel Management: Oversees the recruitment, training, scheduling, and performance evaluations of all Solid Waste Technician personnel while establishing standards and enforcing county policy.
• Vendor & Logistics Coordination: Serves as Valley County's primary onsite manager for contracted long-haul waste transport providers. Monitors vendor KPIs and coordinates haul schedule adjustments during peak seasonal volume surges.
• Fiscal Responsibility: Reviews, audits, and approves daily revenue collections, scale reconciliations, and fee deposits. Tracks operational expenditures against the annual budget, delivers monthly financial projections, and analyzes tonnage and volume metrics.
• Facility & Asset Maintenance: Directs the preventative maintenance, calibrated testing, and repair of critical county assets, including vehicle scales, gate barriers, structural bays, and security networks.
• Emergency Response & Public Relations: Serves as the primary 24/7 on-call coordinator for security alarms, environmental spills, severe weather disruptions, and facility emergencies while resolving escalated public or commercial contractor grievances.

Typical Qualifications

The ideal candidate brings a strong foundation in industrial facility oversight, combined with a firm understanding of environmental compliance and vendor contract logistics. Success in this role requires a proven track record of leading operational teams in hazardous environments, maintaining strict regulatory compliance, and managing municipal or commercial waste logistics efficiently.

• Education & Experience: High School Diploma or equivalent required (Associate’s or Bachelor’s degree in Environmental Science, Logistics, Public Administration, or a related field highly preferred). Requires 3 to 5 years of progressive solid waste supervisory experience, multi-site logistics management, or industrial facility leadership.
• Certifications & Licenses: Applicants must possess a valid Driver’s License, a SWANA Waste Screening or Transfer Station Operations (TSO) Certification, an OSHA 10-Hour General Industry Safety Certification (OSHA 30 preferred), and a current First Aid / CPR / AED Certification. Additionally, candidates must possess the ability to obtain a 40-Hour HAZWOPER (Hazardous Waste Operations and Emergency Response) certification within one year of employment.
• Knowledge & Skills: Comprehensive knowledge of Idaho Code Title 31, Chapter 44, and federal EPA guidelines governing municipal solid waste. Demonstrated experience in vendor contract management, financial field auditing, and leading small teams in hazardous operational environments.
