About Bus Maintenance

VTA buses are maintained at three bus operating divisions - Chaboya, North, and Cerone. The Cerone Overhaul and Repair department provides heavy repair, component rebuild, an electronics shop, upholstery and additional maintenance services. Bus Maintenance includes timely and reliable maintenance, preventive maintenance, inspections, and transit bus and service equipment servicing.

Definition

Under general supervision, the Upholstery Foreperson provides immediate supervision and coordination of the bus division's upholstery shop and performs skilled upholstery repair on VTA revenue service and support vehicles.

Distinguishing Characteristics

This class is distinguished from the higher class of Transit Maintenance Supervisor in that the latter has full supervisory and administrative responsibility on an assigned shift. The lower class of Upholsterer performs skilled upholstery work and provides lead supervision as assigned.

Essential Job Functions

Job Responsibilities:

• Assists the supervisor by providing immediate supervision, safety guidance and instruction, technical guidance and instruction to Upholsterers;


• Distributes work assignments and follows-up to ensure timely and proper completion in accordance with established standards and procedures;


• Reports work progress and problems which may impair progress;


• Monitors and reports on upholstery work progress from the various maintenance divisions;


• Ensures proper completion, utilization, and maintenance of work orders, activity logs, and other records;


• Performs quality assurance audits;


• Ensures compliance with parts requesting and control procedures and ensures that old and unused parts are returned to the parts room or disposed of properly;


• Ensures adherence to procedures, standards, safe work practices, and the tool control program;


• Monitors the condition of fixed assets and recommends repairs when needed;


• Performs skilled upholstery work;


• Operates a computer terminal for related data input and retrieval;


• Prepares written reports, documents defects and repairs on inspection forms, work orders, or designated computer programs;


• Assess employee compliance with VTA regulations and work standards;


• Reports employee attendance and other irregularities to management;


• Participates in disciplinary proceedings on behalf of management;


• Performs related work as required.

Minimum Qualifications

Qualifications and Experience:

Training and experience equivalent to a high school diploma and four (4) years of experience in upholstery work related to seat cover, backrest, and seat assembly repair. Demonstrated or potential ability to perform lead supervision over a maintenance work force.

Possession of a valid California Class B license with Passenger (P) endorsement.

Must be available to work weekends, holidays, and odd and unusual hours.

• Methods of constructing seat covers, backrests, and seat assemblies;


• Materials commonly used in the construction and repair of seat covers, backrests, and seat assemblies;


• Rebuilding electric, pneumatic/hydraulic seat assemblies;


• Methods used in the reconstruction of springs, pneumatic, hydraulic, and mechanical assemblies;

• Keep accurate records;


• Perform all tasks normally assigned to an Upholsterer;


• Operate a power sewing machine, develop patterns, adapt foam configurations, and use hand tools common to trade;


• Learn and stay current on all new technologies introduced into the transit industries as it relates to bus and light rail maintenance;


• Effectively read, understand, and use technical information found in repair manuals, service change bulletins, and applicable technical documents, including parts and supply manuals;


• Demonstrate the proper use of shop equipment and personal safety equipment used during the course of business;


• Repair buses and support vehicles in the manner consistent with the accepted methods in the upholstery industry;


• Prepare written reports, document defects and repairs on inspection forms, work orders or designated computer programs;


• Perform computer-related functions that allow for data input and retrieval;


• Establish and maintain cooperative and effective working relationships with those contacted in the course of business.

Evaluate employees' adherence to VTA rules and regulations and report irregularities to management.

ATU employees hired on or after January 1, 2016 contribute one-half of the \"normal cost\" toward the required employee contribution to the Santa Clara Valley Transportation Authority-Amalgamated Transit Union (SCVTA-ATU), Local 265 Pension Plan effective 01/01/16 (1/8/16 pay date).

Social Security taxes will be deducted from each employee's bi-weekly salary.

As a condition of employment, each employee in this class must sign a payroll deduction authorization form providing for deduction of ATU union membership dues.
