ICF’s TECHNICAL ADVISORY TEAM focuses on enabling the development and investment in energy infrastructure. As a construction and commissioning engineer within this team, your role involves engaging with clients and solving challenges related to the development, design, construction, commissioning, operation, and analysis of renewable energy projects.

You will join a motivated team of industry experts and deliver high-value technical diligence support, offering solutions for technical and commercial challenges. This role offers the opportunity to work across various energy technologies and engage with clients and stakeholders in the evolving energy industry.

Our services include strategic investments, portfolio management, operational planning, market developments, policy analysis, regulatory support, and customer engagement, collaborating across divisions like Power and Gas Market, Environment and Planning, and Transportation and Sustainability. As an Operations & Maintenance Consultant, you will provide Independent Engineering and Owner’s Engineering advisory services.

Location: Remote, Reston, Virginia, or Golden, Colorado

What You Will Do

• Travel to project sites for pre-construction reviews, construction monitoring, and operational reviews.
• Travel approximately 75% of the time within North America, typically staying 1 day on-site per visit.
• Collaborate with client’s on-site construction and O&M personnel to understand current operations, challenges, and remedial actions.
• Review engineering, construction, procurement, interconnection agreements, and support technical analysis of contracts, plans, and performance results.
• Perform due diligence reviews of engineering documents, quality documentation, and operational reports.
• Provide technical input to project teams and work within a collaborative environment.
• Complete projects within agreed timelines and budgets, staying informed of industry trends.

The ideal candidate will have construction, cost estimating, and/or commissioning experience supporting renewable energy projects, especially solar and battery storage systems.

Basic Qualifications

• Background as an electrician, solar construction, or a bachelor’s degree in construction management or engineering.
• At least 3 years of experience in solar system construction, commissioning, or operation.
• Ability to travel up to 75% of the time.

Preferred Skills/Experience

• Experience with project financing due diligence.
• Over 5 years in construction, preferably with renewable energy projects, including design, procurement, construction, commissioning, troubleshooting, and safety.
• Experience working with authorities for interconnection at distribution and transmission levels.
• Knowledge of construction and commissioning plans, quality documentation, and performance testing.
• Familiarity with EPC contracts, interconnection agreements, and remote monitoring systems.
• Strong project management and documentation skills, with a professional growth mindset.

• Ability to work independently and in teams, managing multiple projects simultaneously.
• Willingness to travel extensively and work with clients at all levels.
