Job summary

Noblis is seeking Software Solution Engineers to support FAA Air Traffic Systems and Surveillance Services. You will deliver full lifecycle software development from design through deployment with emphasis on UX, accessibility, and software quality.

Responsibilities include designing, developing, testing, and deploying solutions, documenting work, and applying Agile Scrum and SAFe. Expect on-site roles with some remote/hybrid options in the Washington, D.C. area.

Qualifications

  • FAA background investigation with favorable suitability required.
  • Proven experience in software design, development, testing, and deployment.
  • Strong background in systems analysis and requirements development.
  • Proficiency in Python, Java, C#, JavaScript, and SQL.
  • Experience with Agile Scrum and SAFe methodologies.
  • Knowledge of cloud and database solutions and platforms.
  • Excellent problem‑solving skills and attention to detail.
  • Strong communication and collaboration abilities.
  • U.S. citizen or permanent resident with at least 3 years of residency in the U.S.
  • Ability to travel as required by project needs.

  • Improve operations by conducting systems analysis and recommending changes in policies and procedures.
  • Develop software solutions by studying information needs, conferring with users, studying systems flow, data usage, and work processes.
  • Follow the software development lifecycle to ensure high‑quality deliverables.
  • Apply Agile Scrum and Scaled Agile Framework (SAFe) methodologies to ensure efficient and iterative development processes.
  • Design and develop solutions to be hosted in the cloud (AWS, Azure), ensuring scalability, security, and performance optimization.
  • Utilize database solutions such as PostgreSQL, MySQL, MongoDB, and Oracle.
  • Emphasize user experience and human factors in the software design process to ensure the solutions are intuitive, user‑friendly, and compliant with Section 508 accessibility requirements.

Role Overview

Noblis is seeking Software Solution Engineers to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within our Program Management Organization (PMO). Employees will provide full software development lifecycle services, from design and development to testing and deployment of innovative software solutions with an emphasis on user experience, human factors, and software quality to enhance FAA operations.

Required Qualifications
  • Successful completion of an FAA background investigation/verification with a favorable suitability determination.
  • Proven experience in software design, development, testing, and deployment.
  • Strong background in systems analysis and requirements development.
  • Proficiency in modern programming languages and tools, including Python, Java, C#, JavaScript, and SQL.
  • Experience with modern software development methodologies such as Agile Scrum and Scaled Agile development.
  • Knowledge of modern cloud and database solutions and platforms.
  • Excellent problem‑solving skills and attention to detail.
  • Strong communication and collaboration abilities.
  • U.S. citizen or permanent resident with at least 3 years of residency in the U.S.
  • Ability to travel as required by project needs.
Desired Qualifications
  • Familiarity with FAA regulations and standards.
  • Experience developing solutions for air traffic management and surveillance systems.
  • Professional certifications such as Certified Scrum Professional (CSP), AWS Certified Solutions Architect, Azure Solutions Architect Expert, or Certified Information Systems Security Professional (CISSP).
  • Capacity to recommend policy and procedural changes based on system analysis.
  • Recent support for FAA ATEPS II (air traffic engineering program support).
  • Current FAA suitability clearance.
Additional Information

Locations may vary depending on project site. Primary on‑site locations include Washington, D.C.; Egg Harbor, NJ; and Oklahoma City, OK. Roles may also allow for remote or hybrid employment. All roles require U.S. citizenship or a permanent resident status with at least 3 years of U.S. residence. Compensation ranges: $58,680–$218,475 per year, commensurate with experience and classification level. Travel may vary per project and will be required as needed.
