Qualifications

  • 3–5 years in DoD IT/software acquisition roles required.
  • Experience supporting the procurement of COTS/GOTS/SaaS products.
  • Strong understanding of software licensing models and EUL terms.

Overview

GovCIO is currently hiring for a Software Procurement Manager. This position will be located in HILL AFB, UTand will be a remoteposition.

Responsibilities

Sources, negotiates and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Monitors and selects suppliers based on performance and other factors. Compiles and analyzes information to keep informed on price trends and manufacturing processes. Identifies opportunities to leverage material acquisitions. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Selects vendors and service providers. Responsible for following up with order. May participate in preparation for request for proposals (RFP) and bid packages.

  • Software Procurement Managers (SPMs) execute day-to-day procurement actions.

  • Develop procurement packages, working with vendors to clarify technical requirements, reviewing licensing terms, and submitting orders through contract vehicles.

  • Ensure procurements meet mission timelines and align with the architecture and license strategy.

Qualifications

Bachelor's with 5 - 8 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required: NONE
  • 3–5 years in DoD IT/software acquisition roles
  • Experience supporting the procurement of COTS/GOTS/SaaS products
  • Strong understanding of software licensing models and EUL terms

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
