Job summary

FedTec in Woodlawn, MD seeks a senior .NET/Azure software engineer to design and build the DASS portal, focusing on security, authentication flows with OpenID Connect, OKTA, and Azure AD, and cloud-native Azure services.

You will work across data administration tools, DevOps, and database design, employing DDD, microservices, TDD, and CI/CD in SSA's Azure environment.

Qualifications

  • Bachelor's degree in a technical field or 7+ years of relevant experience.
  • Minimum 7+ years in app development, cloud architecture, and/or data management with .NET and Azure.
  • Strong experience with C#, .NET, .NET Core, Blazor, ASP.NET MVC/Razor, JavaScript, HTML, CSS.
  • Experience designing identity/auth flows with OpenID Connect, OKTA, Azure AD or equivalent.
  • Experience implementing security measures in enterprise web apps.
  • Experience deploying Azure resources (App Services, API Management, AKS, Functions) and DevOps pipelines.
  • Experience IaC with Terraform or Azure ARM Templates; legacy VBA to C# migration is a plus.
  • Knowledge of DDD, EDA, microservices, SOA; TDD with Selenium is preferred.
  • Experience with SQL Server and/or MongoDB; PostgreSQL/Oracle a plus.
  • Familiarity with Apache Kafka or Azure Service Bus and Open Formats like JSON/XML.

Responsibilities

  • Design, develop, and maintain the DASS portal using .NET tech stack.
  • Architect authentication flows using OpenID Connect, OKTA, and Azure AD.
  • Implement security across portal components and integrate with identity infrastructure.
  • Develop APIs and backend components supporting DASS tools.
  • Design and deploy Azure resources (App Services, API Management, AKS, Functions, Service Bus).
  • Modernize VBA/Excel macros into C# .NET Core solutions.
  • Apply DDD, EDA, microservices, and SOA to SSA IT frameworks.
  • Apply TDD with automated tests (Selenium where applicable).
  • Provide DevOps support with Azure DevOps CI/CD and IaC workflows; Terraform/Azure templates.
  • Support database engineering across SQL Server, PostgreSQL, MongoDB; data modeling with Erwin/Hackolade a plus.
  • Write optimized LINQ and SQL; conduct data profiling and quality assessments.
  • Support event-driven and distributed workloads with Kafka and Service Bus; plan data formats.
  • Prepare technical docs, status reports, and planning/architecture artifacts.
  • Collaborate with SSA stakeholders across development, security, and data teams.
  • Develop presentations and status updates to fulfill work orders.

Job description

FedTec is seeking a .NET / Azure software engineer provides senior-level application development, cloud architecture, and database engineering support to SSA s Data Strategy and Enablement (DSAE) Data Administration team. The primary focus is designing and developing applications for the Data Administration Standard Suite (DASS) portal, with emphasis on implementing security measures, architecting authentication and identity flows using OpenID Connect, OKTA, and Azure Active Directory, and integrating cloud-native Azure services. The role also supports database engineering activities including schema design, data modeling, and query optimization, while contributing to cloud infrastructure design and DevSecOps delivery within SSA s Azure environment.

Job Description:
  • Design, develop, and maintain applications for the DASS portal using .NET, .NET Core, C#, Blazor, ASP.NET MVC/Razor, JavaScript, HTML, and CSS.
  • Design and architect authentication and identity flows using OpenID Connect, OKTA, Azure Active Directory (Azure AD), and related identity and access management standards, in alignment with SSA s security requirements.
  • Implement security measures across DASS portal components, including secure authentication, authorization, session management, and integration with SSA s identity and access infrastructure.
  • Develop, test, and maintain software supporting Data Administration infrastructure and tools, including DASS portal services, supporting APIs, and related backend components.
  • Design and deploy Azure cloud resources supporting DASS and related Data Administration tools, including Azure App Services, Azure API Management, Azure Kubernetes Service (AKS), Azure Functions, and Azure Service Bus.
  • Modernize legacy Visual Basic for Applications (VBA) code and Excel macros by reading, interpreting, and migrating existing logic into maintainable C# .NET Core solutions.
  • Apply modern system design principles including Domain-Driven Design (DDD), Event-Driven Architecture, Microservices Architecture, and Service-Oriented Architecture to align Data Administration solutions with SSA s IT Framework.
  • Apply Test-Driven Development (TDD) practices throughout the application and database development lifecycle, leveraging automated testing frameworks such as Selenium where applicable.
  • Provide DevOps support leveraging Azure DevOps and CI/CD pipelines to enable efficient build, release, and deployment workflows for DASS and related Data Administration tools. Support Infrastructure as Code (IaC) activities using Terraform and/or Azure ARM Templates.
  • Provide database engineering support for DASS and related Data Administration applications, including database schema design and development across SQL Server, PostgreSQL, and MongoDB.
  • Perform logical and physical data modeling activities in support of DASS, Reference Data Architecture, and Global Reference Tables (GRTs). Experience with Erwin (V12.5.2+) and/or Hackolade is a plus.
  • Write and optimize LINQ and SQL queries to improve application performance and database efficiency for DASS and related solutions.
  • Conduct data analysis, data profiling, and quality assessments to identify issues, improvement opportunities, and recommendations across enterprise datasets.
  • Support event-driven and distributed computing workloads, including integration with Apache Kafka, Azure Service Bus, and batch job orchestration pipelines.
  • Provide recommendations on Open File Formats including JSON, XML, Avro, and MongoDB, and on code metadata schemas.
  • Conduct requirements elicitation, analysis, and technical writing for planning, design, and project documentation related to DASS and Data Administration tools.
  • Communicate and collaborate with stakeholders across SSA components in a blended developer and cloud architect capacity, moving fluidly between application development, security design, database engineering, analysis, and communication responsibilities.
  • Develop technical documents, status reports, and presentations to fulfill work order objectives.
Required Qualifications:
  • Bachelor s degree in Computer Science, Information Systems, Data Management, or a related technical field; Associate s degree with 7+ years of relevant experience may substitute.
  • Minimum 7+ years of combined experience in application development, cloud architecture, and/or enterprise data management, including senior-level .NET and Azure delivery.
  • Strong experience with C#, .NET, .NET Core, Blazor, ASP.NET MVC/Razor, JavaScript, HTML, and CSS in a senior developer or architect capacity.
  • Demonstrated experience designing and implementing identity and authentication flows using OpenID Connect, OKTA, Azure Active Directory (Azure AD), or equivalent enterprise SSO platforms
  • Demonstrated experience implementing security measures within enterprise web applications, including secure authentication, authorization, and session management.
  • Experience designing, developing, and maintaining .NET-based portals, internal applications, or enterprise tools in a federal or large enterprise environment.
  • Experience designing and deploying Azure cloud resources including App Services, API Management, AKS, Azure Functions, and Azure DevOps pipelines in a production environment. [ADDED Azure PaaS/IaaS delivery required]
  • Experience with Infrastructure as Code (IaC) using Terraform and/or Azure ARM Templates.
  • Experience modernizing and migrating legacy VBA and Excel macro code to C# .NET Core.
  • Experience applying Domain-Driven Design, Event-Driven Architecture, Microservices Architecture, and Service-Oriented Architecture principles.
  • Experience applying Test-Driven Development (TDD) practices; familiarity with Selenium or similar automated testing frameworks preferred.
  • Experience with database schema design and development; proficiency in SQL Server and/or MongoDB required. PostgreSQL, DB2, or Oracle experience is a plus.
  • Experience writing and optimizing LINQ and SQL queries for application performance and database efficiency.
  • Familiarity with event streaming and messaging platforms such as Apache Kafka or Azure Service Bus. [ADDED aligns with distributed architecture experience]
  • Familiarity with Open File Formats including JSON, XML, Avro, and MongoDB.
  • Experience with Microsoft Office Suite (including advanced Excel), Visio, Confluence, and SharePoint.
  • Strong technical writing, problem-solving, and analytical skills with the ability to translate business needs into technical solutions.
  • Strong interpersonal and communication skills, both written and verbal, with the ability to develop executive-level communications and presentations.
  • Familiarity with federal IT environments preferred.
Preffered Qualifications:
  • Microsoft Certified: Azure Solutions Architect Expert or Azure Administrator Associate certification.
  • Experience with logical and physical data modeling tools such as Erwin (V12.5.2+) and/or Hackolade
  • Experience with additional relational databases such as PostgreSQL, Oracle, or DB2.
  • Exposure to AI/ML tooling within the Azure ecosystem, including Azure AI Foundry, Copilot Studio, or Retrieval-Augmented Generation (RAG) patterns
  • Experience with low-code/no-code platforms such as Microsoft Power Apps and Dataverse
  • Experience with application monitoring and observability using Azure App Insights, Azure Monitor, or Grafana.
  • Experience with batch processing in distributed computing environments and job orchestration workflows.
  • Experience with web server management and configuration in enterprise environments.
  • Prior experience supporting SSA, a federal civilian agency, or a large government enterprise in a .NET and/or Azure architect capacity.
  • Familiarity with Python and/or PowerShell for automation and scripting in cloud and DevOps contexts.
