Job summary

South Carolina Department of Public Health is seeking a programmer to perform complex programming, testing, and documentation for agency systems. You will design, implement, and support health program applications while ensuring high availability and security compliance.

The role requires strong SQL, web services, and reporting skills, with familiarity in healthcare data standards. Some travel or after-hours work may be needed in Cayce/Columbia areas.

Qualifications

• High school diploma and work experience in modification and maintenance of system programs or related software.
• Associate's or bachelor's degree may substitute for required work experience.
• Knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques.
• Experience writing SQL queries, stored procedures, and XML.
• Strong analytical and problem-solving skills; ability to communicate effectively in writing and speaking.

Under limited supervision the programmer will perform in a team environment complex programming functions, assistance, and technical advice including configuration, writing, testing, and documentation to complex programming of agency computer systems in the Public Health Deputy Area. To include integration and monitoring of supporting backend system processes and solutions, documentation, and remediating and solving customer issues.

• Analyze, design, program, implement, maintain, and provide technical support for Public Health applications and processes as assigned. Ensure maximum system uptime for critical components to ensure business continuity. Adheres to Information Technology and security standards.


• Support, maintain, and/or modify web, mobile and client/server application modules, processes, and integration services for health program areas. Provide technical backup to other health modules as assigned. Adheres to Information Technology application development standards and security requirements.


• Act as a technical consultant to customers. Work with other technology staff to ensure applications adhere to Information Technology application development standards. Work with program and analytics staff to ensure data and reporting needs are met and adhere to IT Security Standards. Assist with problem resolution.


• Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication.


• Other duties as assigned.

The employee will work under limited supervision, following established policies, procedures, and guidelines. The position requires the ability to work independently in establishing priorities and responding to customer needs. Ability to exercise judgement and discretion. Some after hours or weekend work may be required to support critical IT systems and ensure ongoing operational continuity.

State Minimum Requirements: A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software. An associate's degree or a bachelor's degree in a related field may substitute for the required work experience.

Agency Additional Requirements: Knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques. Experience in writing SQL queries, stored procedures, and XML. Strong analytical and problem-solving skills. Ability to communicate effectively both orally and in writing. Ability to prioritize and complete multiple tasks efficiently and effectively.

May require limited in-state travel for agency events, training, or meetings. Staff must be able to travel independently to agency locations as needed, generally within the Cayce/Lexington – Columbia/Richland County area, with rare travel to other agency facilities throughout South Carolina. Travel may include the use of a personal vehicle. Some overnight travel may rarely be required. This position may require occasional lifting and carrying of office supplies or equipment (typically up to 30 pounds), as well as periods of sitting, standing, walking, reaching, and bending in a standard office environment. If the agency is activated during an emergency event, this position may be required to provide 24/7 support to ensure the continued operation of critical IT systems, devices, and services relied upon by the agency.

Experience in Microsoft MVC, C#, .NET, jQuery, CSS, SQL, webservice development, and reporting in a web environment. Experience with Rhapsody, HL7, LOINC and/or SNOMED, Tomcat (or JBoss).
