Job description

Pay Schedule I, Grade 32 Regular Schedule: 35 hours per week.

A Vacancy exists in the Department of Health and Human Services, Community Based Services, Infants and Toddlers.

Job Purpose

Under the supervision of a licensed clinical social worker (LCSW-C), the social worker will provide counseling and case management services to the families of children ages 0 – 4 who are referred by the Infants and Toddlers service coordinator at each location. These children have been identified as having some type of disability that qualifies them for these services.

Essential Job Duties
  • Counseling and case management of families referred by the Infant & Toddler program
  • Psychotherapy, if indicated
  • Crisis intervention
  • Provide families with resources, support and referrals
  • Home visits
  • Group counseling for parents
  • Consultation & collaboration with Infants & Toddlers staff
  • Attend Team Meetings and any other I & T meetings
  • Consultation & collaboration with community providers
  • Referrals and linkages to community resources
  • Maintain case records and data on each client
  • Complete monthly reports
  • Participate in supervision
  • Attend unit meetings, division meetings and HHS meetings
  • Continuing education to maintain licensure
  • Emergency operations as needed under direction of Baltimore County or State Emergency Operations Centers
Examples of Other Duties

Makes home visits and evaluates living/environmental conditions. Transports patients/clients. Assists sick or injured until medical personnel arrive at the scene. Attends training and seminars. Performs other related duties as required.

Training and Experience

Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education;

Plus

Two years' experience rendering professional social work services.

Education beyond a master's degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.

  • Knowledge of the diagnosis, treatment, and management of social, emotional, and Mental health issues;

  • Knowledge of current social, economic, and health problems.

  • Knowledge of individual, family, group therapy dynamics and techniques;

  • Knowledge of social work programs;

  • Knowledge of resources within the community.

  • Knowledge of Federal, State and Local regulations, procedures & guidelines.

  • Knowledge of HHS rules, regulations & policies

  • Knowledge of Infant & Toddler rules, regulations & policies.

Skills
  • Skill in applying social work theories and principles to individuals in a social work Program;

  • Skill in the development of effective treatment or service programs for individuals and their families;

  • Skill in leading goal-oriented individual and family counseling;

  • Skill in establishing rapport with clients through strong interpersonal connection;

  • Skill in completing accurate reports and accurate presentation of data;

  • Skill in developing relationships with other professionals within DSS, within the Infants & Toddlers Program, and within the community.

Abilities:
  • Ability to establish effective working relationships with multiple community reources and Contacts

  • Ability; to assist in the evaluation of programs and services;

  • Ability to fulfill the expectations of a multi-agency role;

  • Ability to link families to resources within the community;

  • Ability to function in a multi-disciplinary setting.

Licenses and Certificates

Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Workers at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.

Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and/or education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.

Some positions in this classification require completion of an approved training program, and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions

The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities.

Some positions within this classification require traveling between work sites.
