Vacancies exist in the Department of Recreation and Parks.

An eligible list will be established based on the examination as outlined below. Future vacancies occurring within this class in any Office or Department of Baltimore County Government may also be filled from this eligible list.

Examples of Duties
  • Under general supervision, performs manual and semi-skilled work in the maintenance of recreation and park grounds and facilities, school recreation centers, and other County-owned facilities.
  • Plants, waters, cultivates, sprays, and cuts grass on park grounds.
  • Performs all operations required for the upkeep and repair of turf, trees, and shrubbery.
  • Assists in laying out, constructing, and rebuilding athletic fields, parks, and playgrounds.
  • Installs playground apparatus, goal posts, and backstops.
  • Erects and repairs fences, barriers, park signs, and benches.
  • Removes debris from park and playground areas.
  • Assists in repairing sidewalks, drinking fountains, and water lines.
  • Participates in the countywide snow removal operation.
  • Performs various skills in basic carpentry, painting, plumbing, welding, electrical and other maintenance work on park and recreation facilities.
  • Drives commercial weight vehicles to transport equipment and tools to work sites.
  • Operates tractors and attachments, mowers, saws, and similar equipment. Maintains and repairs tools and equipment.

  • Performs custodial tasks such as cleaning restrooms and emptying trash.

Qualifications
Required Qualifications

At Least One (1) Year's Experience In Grounds Maintenance, Lawn Care, Farming, Greenhouse, Or Nursery Work. Experience To Include The Following

  • Care and planting of grass, shrubs, and other types of landscaping vegetation;
  • Operation of commercial weight vehicles;
  • Operation of tools and equipment used in the maintenance of grounds and structures; and
  • Completion of written work orders and other job related reports.

(Education in horticulture, agriculture or forestry may be substituted on a year-for-year basis for the required experience.)

Age Requirement

Non-Maryland residents must be at least 21 years of age at the time of appointment.

Licenses and Certificates

Possession of a valid driver’s license equivalent to a commercial, class B Maryland driver’s license is required at the time of application. Some positions may require possession of a valid driver’s license equivalent to a commercial, class A Maryland driver’s license. (Licenses may require endorsements and/or the absence of certain restrictions.); and

Possession of a current Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application.

All licenses and certificates must be maintained throughout employment.

EXAMINATION PROCEDURE

Qualified applicants will be assigned a rating based on an evaluation of their training and experience, as submitted on their application and supplemental questions. Applicants are advised to state the dates, duties and responsibilities of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees in this classification are designated as Emergency/Essential and may be required to work overtime with little or no notice.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including bending, stooping, climbing ladders, lifting and carrying heavy objects, and the operation of vehicles, machinery, tools, and equipment. Some work requires exposure to potentially hazardous conditions such as adverse weather and electricity.

Bargaining Unit

Note: Newly hired Pay Schedule II employees are required to join the American Federation of State, County and Municipal Employees (AFSCME) Local 921 or pay a service fee to AFSCME as a condition of employment.

Medical Examination and Employment Background Investigation

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Benefits

Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts

Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Full-time civilian employees must join the Employment Retirement System (ERS) within sixty days of hire as a condition of employment. Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.
