Job description

The SMS Analyst reports to the Manager of SMS and is responsible for root cause analysis and the subsequent process control/mapping and supporting procedural changes that would be implemented through the Mesa Airlines SMS program as determined by the Director of Quality Assurance and Chief Inspector.

Essential Functions
  1. Evaluates potential problems, determines the root causes of issues, proposes, develops solutions, and initiates appropriate procedural improvements.
  2. Ensure those changes are communicated to all stakeholders across the airline as required to achieve a seamless implementation of the new requirement in accordance with part 5 (Safety Management Systems) of the Code of Federal Regulations.
  3. Work with the CASS department to obtain supporting data for any proposed changes (e.g., delay, cancel, air turn‑back, aborted take‑off, return to gate, etc.).
  4. Monitors and confirms the effectiveness of changes to the manuals by ensuring that the appropriate follow‑up audit is put in place to confirm the change was effective.
  5. Provide the stakeholders with a training module and the appropriate testing via the Mesa Airlines LMS system to ensure prompt notification and complete understanding of any changes to existing procedures or any new process or procedures.
  6. Ensure the proposed changes contain the following fundamental safety management system components:
    • Safety plan
      • A safety plan that is a strategic action plan that compliments the Mesa Airlines business plan and analyses the current and prospective risk for Mesa Airlines and identifies through data analysis how the risks will be eradicated and controlled over a given period of time along with the financial impact associated with the plan.
      • This plan is designed to ensure that there is a governance structure within Mesa Airlines that communicates the safety impact and obligations to all stakeholders, confirming the accountability to carry out those obligations.
    • Policies, procedures, and processes
      • Procedures: step‑by‑step description of how processes are to be performed.
      • Controls: checks and restraints designed into a system to ensure a desired result is achieved.
      • Process Performance Measures: assessment of a particular process that identifies and corrects problems or potential problems.
    • Interfaces: interfaces occur in a procedure where the responsibility for accomplishing work is transferred from one person, work group, or organization to another.
    • Training and induction
    • Monitoring: after the change has been implemented, this position will ensure that the appropriate follow‑up audit is put in place to confirm the change was effective.
    • Reporting: governance structure of the company needs safety reporting at all levels.
      • Your workers need to know what safety looks like – what's going right and what's going wrong. This can only occur when they receive safety feedback from you, e.g. how many hazards were identified, the risk levels associated with those hazards and what control measures were implemented.
Requirements
  1. Mechanic's Certificate with an Airframe and Power‑Plant rating is desired, but not required.
    • Other technical experience will be considered, such as an AAS Degree or a BS Degree in a technical field that covers the above‑listed requirements.
  2. General knowledge of aircraft technical and Inspection programs.
  3. Have knowledge of the Code of Federal Regulations, specifically Title 14 Section 121.
  4. Two years of experience in a technical process improvement role is desired, but not required.
  5. Previous Audit, Root Cause Analysis, Performance Measurement Data Collection, and Analysis experience required.
    • Previous experience in a leadership role as a Manager or as an individual contributor where leadership skills were required and demonstrated is desired, but not required.
  6. An understanding of MSG3 logic.
  7. Understanding and application of company policies and procedures.
  8. Must be familiar with data collection techniques, data analysis, and the presentation of that data in a manner that communicates the operational, technical, and financial impact to the CASS Board.
  9. Solid communication skills verbally and in writing. This individual must be comfortable presenting to all levels of the company in large and small groups, and needs to be comfortable interfacing with the Federal Aviation Administration.
