Job summary

JRAD seeks candidates for a proposal position in Washington, DC supporting the OUSD. The role requires extensive DoD/IC domain expertise in testing, systems engineering, and operations analysis.

You will define processes, validate deliverables, and communicate complex requirements effectively to stakeholders. Required are 15 years of technical experience, 10 years in analytical studies, and SAP project exposure (TS/SCI eligible).

Qualifications

• Fifteen years of technical experience in developmental/operational testing, systems engineering, or operations analysis.
• Ten years’ experience planning and conducting analytical studies and experimentation to validate design, specifications, and performance.
• Ten years’ experience utilizing high‑fidelity modeling environments to support verification, validation, and analysis.
• Ten years’ experience with DOTMLPF‑P integration framework and developing analysis within it.
• Ten years’ experience applying quantitative and qualitative analytical methods; military or DoW experience.
• Five years’ experience supporting SAP projects (TS/SCI SAP eligible).

Responsibilities

• Provide subject matter expertise across project tasks and deliverables.
• Validate requirements and deliverables to ensure accuracy and usability.
• Develop test cases, scenarios, and user documentation inputs.
• Guide team members to ensure accurate content and effective execution.
• Identify issues and recommend procedural improvements.
• Collaborate with stakeholders to represent business unit needs.

JRAD is seeking candidates for a proposal position supporting the OUSD. This position is Pentagon, DC. Provides the knowledge and expertise in a specific subject, business area, or technical area for a project or program. Defines procedures or standards, using the knowledge of what the right or best way to execute a task would be; and recommends procedural improvements. Develops performance objectives and determines acceptable performance levels. Comprehends the language, terms, and jargon in area of expertise; and understands required knowledge needed to determine effective decision‑making being able to describe where inconsistencies, irregularities, or flaws may occur. Assures area of expertise is clearly explained to others, and serves as liaison within a department or function for questions and problems within the area of expertise. Assures facts and details are correct so that the project or program’s deliverables will meet the needs of appropriate parties. Supports the definition of processes and policies, supplies business rules and procedures, and communicates the contexts in which the rules, processes and policies are applied. Represents a business unit’s needs to the project team. Validates the requirements and deliverables that describe product(s) or service(s); tests the product(s) or service(s) near the end of the project or program, using and evaluating it for accuracy and usability; and provides feedback to the project team. Provides input for the design and construction of test cases and scenarios and may validate executed test results. Gives input into and executes user documentation and training materials. Guides others working on a project to ensure the content is accurate. Resolves issues relevant to project deliverables within the area of expertise. Obtains or provides approval for changes to rules, processes, and policies.

Roles/Responsibilities:

• Technical Experience: Fifteen (15) years’ technical experience in a field related to developmental/operational testing, systems engineering, or operations analysis.
• Test & Evaluation (T&E) Expertise: Ten (10) years’ experience planning and conducting analytical studies and experimentation to validate system design, specifications, and performance.
• Modeling & Simulation: Ten (10) years’ experience utilizing high‑fidelity modeling environments to support verification, validation, and analysis of complex systems.
• Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF‑P) Framework: Functional and practical knowledge of the DOTMLPF‑P integration framework and ten (10) years’ experience developing analysis and recommendations within it.
• Analytical Acumen: Ten (10) years’ applying quantitative and qualitative analytical methods to solve complex problems and inform high‑stakes decisions. Military or DoW experience.
• Five (5) years’ experience supporting SAP projects. (TS/SCI SAP eligible).

Required Skills and Education:

• Bachelor’s degree from an accredited college or university in web design, computer science, mathematics, or engineering.
