The SME Contract Specialist will provide senior-level contract closeout support to the Closeout Branch, supporting the review and completion of assigned contracts and delivery/task orders. The Contract Specialist will coordinate with the Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), contractors, and other members of the centralized closeout team to prepare assigned contracts for final closeout.
Responsibilities include reviewing and interpreting Federal Acquisition Regulation (FAR) contract documentation, understanding Contract Line Item Number (CLIN) structures, and applying knowledge of contract types and contract administration requirements. The SME Contract Specialist will obtain and generate required closeout documentation, coordinate directly with contractors regarding outstanding documentation, and support final voucher and audit activities.
The position will support the Government Contracting Officer with contract closeout activities, including reviewing closeout packages, coordinating with Finance and Security personnel, supporting de-obligations and replacement funds for unpaid invoices, preparing documentation regarding missing requirements, and assisting with final contract modifications.
The SME Contract Specialist will maintain accurate contract and closeout records and update closeout package work-in-progress tracking to support management oversight and successful completion of contract closeout activities. The position requires the ability to work independently and exercise sound judgment in resolving contract closeout issues.
Requires 12+ years of relevant experience performing actions specific to the labor category, with relevant experience within the last 2 years. Work is highly independent and requires the ability to perform responsibilities with minimal oversight.
Demonstrates in-depth knowledge and understanding of contract administration and the acquisition lifecycle, including contract closeout, contract modifications, acquisition planning, market research, solicitation support, source selection, and contract documentation.
Demonstrates extensive working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and applicable agency supplements.
Demonstrates the ability to analyze complex contract requirements, identify and resolve closeout issues, develop and review contract documentation, coordinate effectively with Government and contractor personnel, and provide knowledgeable support to Contracting Officers throughout the contract lifecycle.
Demonstrates ability to work independently, exercise sound judgment, manage multiple contract actions, and communicate findings and recommendations clearly to Government stakeholders.
