Job summary

Slalom is seeking a Wildfire Mitigation and PSPS Program Analyst to support a large Southern California utility’s Emergency Management function. In person 3 days/week at the LA office, you will help maintain PSPS plans, compile weather and risk data, and produce leadership-ready analyses and reports for decision-making during wildfire events.

• Experience writing, updating, and maintaining plans and SOPs with strong written communication.
• Solid analytical skills with experience handling operational data in Excel and building reports/dashboards.
• Familiarity with ICS/NIMS; ICS 100/200/700/800 completed or willingness to complete within 60 days.

Responsibilities

• Support ongoing PSPS program operations, maintain workflows, track action items, coordinate across teams to keep activities on schedule.
• Draft and maintain wildfire mitigation and PSPS plans, protocols, and SOPs aligned with emergency management practices.
• Document PSPS event lifecycles across pre-event, during event, restoration, and after-action phases and keep documentation current.
• Support situational awareness through data collection, weather indicators, asset data, and dashboards; assist with leadership dashboards and reports.
• Prepare analysis, briefing materials, and status reports to aid decisions during wildfire and PSPS conditions.
• Participate in exercises and after-action reviews; capture lessons learned and update tools/procedures accordingly.
• Monitor evolving wildfire risk practices and summarize developments for the program team.
• Support EOC activations with on-call or overtime as needed (nights, weekends, holidays).

Role Overview

Slalom is seeking a Wildfire Mitigation and PSPS Program Analyst to support a large Southern California utility's Emergency Management function. The utility is expanding its wildfire mitigation and Public Safety Power Shutoff (PSPS) capabilities in response to increasing climate driven risk from rising temperatures, drought, and extreme weather. Reporting into the utility's wildfire mitigation program leadership, this role provides the analytical, documentation, and coordination support that keeps the program running. You will help maintain and improve PSPS plans, protocols, and standard operating procedures, support situational awareness tools and reporting, and provide direct support to emergency operations personnel during activations. This is a hands‑on execution role for someone who is strong on process documentation, data, and coordination in a high stakes operational environment. This is a contract position with the opportunity to apply for a permanent role with the utility. This position will require 3 days per week onsite to local LA office. This position's work mode is in person.

What You'll Do

• Support the ongoing operation of the utility's PSPS program, including maintaining operational workflows, tracking action items, and coordinating across teams to keep program activities on schedule.
• Draft, update, and maintain plans, protocols, and standard operating procedures for wildfire mitigation and PSPS, ensuring alignment with Emergency Management practices, I.C.S and NIMS principles, safety requirements, and regulatory expectations.
• Document PSPS event lifecycle processes across pre‑event, during event, restoration, and after‑action phases, and keep procedural documentation current as the program evolves.
• Support situational awareness capabilities by compiling and quality checking weather data, fire risk indicators, asset information, and field status inputs, and helping maintain the dashboards and reports leadership relies on.
• Prepare analysis, briefing materials, and status reporting that help leadership and emergency operations personnel make timely decisions during wildfire and PSPS conditions.
• Participate in exercises, drills, and post incident reviews, capturing lessons learned and turning them into updates to plans, tools, and procedures.
• Track evolving wildfire and climate risk practices across the utility industry and summarize relevant developments for the program team.
• Support Department Emergency Operations Center activations with shift‑based overtime or on‑call work, including nights, weekends, holidays, and extended hours.

What You'll Bring

• 3 or more years of experience in emergency management, business continuity, utility operations, wildfire mitigation, or a closely related field.
• An understanding of utility operations, with prior experience at an electric utility, municipal utility, or public power agency preferred.
• Experience writing and maintaining plans, standard operating procedures, and operational documentation, with strong written communication skills.
• Solid analytical skills, including comfort working with operational data in Excel and building or maintaining reports and dashboards.
• Familiarity with I.C.S and NIMS and how organizations coordinate during incidents. I.C.S 100, 200, 700, and 800 completed, or willingness to complete them within the first 60 days.
• Ability to organize work, track commitments across multiple stakeholders, and keep documentation current in a fast‑moving environment.
• Comfort operating in ambiguity and change, including responding to evolving risk conditions and time sensitive events.
• Availability to support activations outside of standard business hours.
• This position will require 3 days per week onsite to local LA office.
• This position's work mode is in person.

Nice to Have

• Exposure to PSPS, de‑energization, Wildfire Mitigation Plans, HFTD, or CPUC and Energy Safety reporting.
• Emergency management credentials such as CEM or AEM, or experience supporting a local or state EOC.
• Experience with SharePoint, Power BI, Tableau, or ArcGIS.

Slalom is committed to fair and equitable compensation practices. The targeted hourly pay range is $55/hr to $85/hr. Actual compensation will depend upon an individual's skills, experience, qualifications, location, and other relevant factors.
