Job summary

Slalom is seeking a Utility Fire Liaison to support LADWP’s Climate Resilience team in protecting first responders and crews around energized water and power infrastructure during wildfires and emergencies. The role links utility, responders and field teams to ensure safe, coordinated emergency response and post‑incident recovery.

This contract position has the potential to become permanent. It requires 3 days per week onsite at the LA office and involves training responders, working with ICS,

Qualifications

• Certifications or training such as IC 200/300/400, fire service training, emergency management credentials, or utility safety programs are strongly preferred.
• Experience in fire service, emergency management, or utility operations, with direct involvement in wildfire response, incident management, or hazardous infrastructure environments.
• Demonstrated ability to train and engage diverse audiences, such as first responders, line crews, supervisors, and cross-functional utility teams.
• Strong written and verbal communication skills, with the ability to translate complex infrastructure and safety concepts into clear, actionable guidance.
• Understanding of electric and/or water utility infrastructure and the risks these assets present during fires, emergencies, and extreme heat conditions.
• Experience coordinating with external agencies, including fire departments, emergency management organizations, and mutual aid partners.
• Ability to operate effectively during high-stress, rapidly evolving incidents, balancing safety, operational priorities, and clear communication.

Responsibilities

• Train and support first responders on safely operating around energized utility infrastructure.

• Serve as a liaison providing subject‑matter expertise on utility infrastructure to incident commanders, emergency operations centers (EOCs), and cooperating agencies during wildfire response and recovery operations.
• Support wildfire response and recovery, including pre‑incident planning, situational awareness, safety briefings, post‑incident reviews, and lessons‑learned integration into procedures and training.
• Ignition investigation and compliance, working with the power system and fire agencies to investigate and report on all fire incidents, including causes and recommendations for prevention.
• Support Department Emergency Operations Center activations with shift‑based overtime or on‑call work, including nights, weekends, holidays and extended hours.
• This position's work mode is in-person.

Job description

We are seeking a Utility Fire Liaison to support LADWP’s Climate Resilience team in protecting first responders and utility crews working around energized and pressurized water and power infrastructure during wildfires and other emergencies.

This role serves as a key link between the utility, first responders, and internal field teams to support safe, coordinated emergency response and post-incident recovery. Reporting within Emergency Management, the Utility Fire Liaison leads training and preparedness efforts focused on fire response, responder safety, Incident Command System integration, and all-hazards readiness.

This role is ideal for recently retired fire service officers seeking a second career to contribute to the resilience of their community. This is an opportunity to help create and shape a critical emergency management function at one of the nation’s oldest and largest utilities. This is a contract position with an opportunity to apply for the permanent role.

This position will require 3 days per week onsite to local LA office.

What You’ll Do

• Train and support first responders (fire, law enforcement, emergency medical services) on safely operating around utility infrastructure, including energized electrical systems, substations, transmission and distribution assets, dams, reservoirs, pipelines, and other critical facilities.
• Train utility field crews and supervisors on working within the Incident Command System, including responder roles, unified command and communications protocols.
• Serve as a liaison,providing subject‑matter expertise on utility infrastructure to incident commanders, emergency operations centers (EOCs), and cooperating agencies during wildfire response and recovery operations.
• Support wildfire response and recovery efforts, including pre‑incident planning, situational awareness, safety briefings, post‑incident reviews, and lessons‑learned integration into procedures and training.
• Ignition investigation and compliance, working with the power system and fire agencies to investigate and report on all fire incidents, including causes and recommendations for prevention. Collaborate with Compliance Division to ensure all reporting requirements relating to fire are meeting all regulations.
• Support Department Emergency Operations Center activationswith shift‑based overtime or on‑call work, including nights, weekends, holidays and extended hours.
• This position's work mode is in-person.

Slalom is committed to fair and equitable compensation practices. The targeted hourly pay range is $37/hr to $57/hr. Actual compensation will depend upon an individual’s skills, experience, qualifications, location, and other relevant factors.
