Job summary

County of Culpeper is seeking a Pool Operations Supervisor to manage daily pool activities, supervise lifeguards, instructors, concessions, and front desk staff. The role ensures safety by enforcing rules, inspecting facilities, coordinating repairs, and maintaining records.

The position requires availability during the summer season (mid-April through mid-September), with a 35–40 hour workweek and shifts that may include evenings, weekends, and holidays.

Qualifications

  • High school diploma or equivalent required; associate degree in recreation, parks, aquatic facility management, public safety, or related field preferred.
  • Certifications: AFO or CPO, Lifeguard, CPR/AED for Professional Rescuer, WSI, First Aid; willingness to obtain missing certs by May 1.
  • Minimum age 18; ability to stand for long periods, swim, and respond quickly in emergencies.
  • Flexible schedule including evenings, weekends, holidays; professional appearance and conduct.

Responsibilities

  • Supervise and support pool staff including lifeguards, instructors, concessions, and front desk.
  • Enforce pool rules and safety procedures; respond to emergencies.
  • Oversee daily facility operations: water quality, pumps, filtration, and chemical balancing.
  • Schedule staff to ensure proper coverage and work-hour compliance.
  • Provide training and feedback; participate in staff in-service trainings (2–4 hours/month).

Job description

Under limited supervision, this position manages daily pool operations, including staff scheduling, training, and supervision of lifeguards, admissions staff, and instructors. Ensures safety by enforcing rules, inspecting facilities and equipment, and coordinating repairs as needed. Performs pool operator duties, maintains daily records, and may serve as lifeguard or instructor when required. Oversees business functions, safety, sanitation, and staff management. Reports to the Recreation Superintendent.

Must be available to work during the summer season, mid-April through mid-September, day, evening & weekends are required.. Working approximately 35-40 hours per week as the posted schedule permits.

Position will be required to work two(2) of the following holiday/holiday weekends: Memorial Day/Weekend; 4th of July/weekend; Labor Day/Weekend. Site supervisors will work either a Sunday – Thursday shift or a Tuesday – Saturday shift.

Essential Functions
  1. Supervise and support all pool staff, including lifeguards, instructors, concessions, and front desk.
  2. Promote and uphold the mission, vision, and goals of Culpeper County Parks & Recreation.
  3. Know, review, and enforce all emergency procedures; respond immediately to emergencies.
  4. Report all accidents, incidents, or disciplinary issues to the Recreation Superintendent.
  5. Inspect, maintain, and ensure proper placement of all safety and first aid equipment.
  6. Remove and / or report damaged equipment and unsafe conditions.
  7. Enforce pool rules, policies, regulations, and applicable laws.
  8. Maintain discipline and ensure a safe, enjoyable environment for patrons.
  9. Ensure lifeguard coverage, staff rotation, and appropriate ratios at all times.
  10. Oversee opening, hourly, and closing procedures for all areas of the facility.
  11. Verify concessions and front desk cash handling, deposits, and end-of-shift closeouts.
  12. Maintain concessions supplies, equipment, inventory, and ordering to ensure availability.
  13. Monitor and record water quality (chlorine, pH, flow, pump pressure, etc.) as required.
  14. Oversee daily facility operations, including pumps, filtration, backwashing, and chemical balancing.
  15. Schedule staff to ensure proper coverage and compliance with work-hour limits.
  16. Provide training, guidance, and feedback to staff; assist with evaluations and retraining.
  17. Schedules, organizes, facilitates, and participates in required staff in-service training, totaling 2–4 hours per month.
  18. Deliver outstanding customer service and maintain positive relationships with patrons.
  19. Maintain facility security, including gates, doors, and alarms, at opening and closing.
  20. Serve as front desk, concession staff, and lifeguard or swim instructor when necessary to support operations.
  21. Perform administrative tasks, reports, and other related duties as assigned.
Non-Essential Functions
  • Assist with minor administrative tasks, such as filing paperwork, updating spreadsheets, or helping with staff scheduling adjustments.
  • Support special events or promotional activities, including setup for private rentals, swim meets, community events, or educational programs, as needed.
Minimum Qualifications & Experience
  • Education: High school diploma or equivalent required; Associate’s degree in Recreation, Parks, and / or Aquatic Facility Management, Public Safety, or related field preferred, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Certifications:
    • Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO)
    • Current Lifeguard Certification (American Red Cross or equivalent)
    • CPR/AED for Professional Rescuer
    • American Red Cross Water Safety Instructor (WSI )
    • First Aid Certification
    • If not currently held, willingness to obtain all required certifications prior to May 1.
  • Other Requirements:
    • Minimum age 18;
    • Ability to stand for long periods, swim, and respond quickly in emergencies.
    • flexible schedule including evenings, weekends, holidays; professional appearance and conduct.
    • Must successfully complete mandatory in-house Parks & Recreation Training Program before opening day.
Preferred Qualifications
  • Previous experience supervising lifeguards, swim instructors, or aquatic facility staff.
  • Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) credential obtained prior to hire.
  • Lifeguard, CPR/AED, and First Aid certifications current at the time of hire.
  • Experience with swim lesson programs, aquatic programming, or recreational activities.
  • Strong customer service experience in a public or community recreation setting.
  • Bilingual or multilingual communication skills to better serve diverse patrons.
Special Requirements
  • Must possess satisfactory results of a criminal history background check.
  • Possession of AFO/CPO, Life Guard, WSI, First Aid, CPR for the Professional Rescuer certifications, or the ability to obtain prior to May 1.
  • Position will be required to work two(2) of the following holiday/holiday weekends: Memorial Day/Weekend; 4th of July/weekend; Labor Day/Weekend.

OTHER

If the applicant lacks the required certifications at the time of hire but obtains them prior to May 1, CCPR will reimburse 50% of the certification registration fee (only) at the end of the season, contingent on satisfactory performance. If the employee is rehired the following season, CCPR will reimburse the remaining 50% at the end of that season, also contingent on satisfactory performance.
