Position Summary
The Construction Site Safety Officer is responsible for implementing, monitoring, and enforcing all health, safety, and environmental (HSE) policies and procedures on construction project sites. The SSO serves as the primary safety representative on‑site, ensuring compliance with company policies, OSHA regulations, client requirements, and applicable federal, state, and local safety standards.
The ideal candidate is a proactive leader who promotes a strong safety culture, identifies hazards before incidents occur, and works collaboratively with project teams to achieve zero safety incidents.
Essential Duties and Responsibilities
- Conduct daily site safety inspections and hazard assessments.
- Ensure compliance with OSHA regulations, company policies, and client‑specific safety requirements.
- Develop, implement, and maintain site‑specific safety plans.
- Facilitate daily safety briefings, toolbox talks, and safety meetings.
- Monitor work activities to identify unsafe behaviors and conditions.
- Investigate accidents, incidents, near misses, and safety violations.
- Prepare incident investigation reports and recommend corrective actions.
- Maintain accurate safety records, logs, inspections, and documentation.
- Conduct new employee safety orientations and onboarding training.
- Verify that employees and subcontractors use proper personal protective equipment (PPE).
- Coordinate and conduct emergency response drills and preparedness activities.
- Work closely with project management to mitigate risk and improve safety performance.
- Review Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and Work Plans.
- Ensure subcontractors comply with project safety requirements.
- Stop work when imminent danger or serious safety violations are identified.
- Monitor site environmental compliance and housekeeping standards.
- Track safety metrics and prepare reports for management and clients.
Required Qualifications
- High School Diploma or GED required.
- Minimum of 3 years of construction safety experience.
- OSHA 30-Hour Construction Certification
- Thorough knowledge of OSHA construction standards (29 CFR 1926).
- Experience conducting safety inspections, audits, and incident investigations.
- Strong written and verbal communication skills.
- Ability to work independently and influence safe work practices.
- Proficiency with Microsoft Office applications, including Word, Excel, and Outlook.
- Ability to walk construction sites for extended periods and work in varying weather conditions.
- Valid driver's license and reliable transportation.
Preferred Qualifications
- Associate's or Bachelor's degree in Occupational Safety, Construction Management, Environmental Health and Safety, or related field..
- OSHA 500 Trainer Certification.
- First Aid/CPR/AED Certification.
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or equivalent certification.
- Experience with federal construction projects and government contracting environments.
- EM 385-1-1 knowledge and implementation experience.
- USACE, NAVFAC, DoD, or other federal agency construction experience preferred.

- Knowledge of construction safety principles and best practices.
- Strong hazard recognition and risk assessment capabilities.
- Ability to interpret construction drawings, specifications, and safety plans.
- Excellent organizational and documentation skills.
- Strong leadership and conflict resolution abilities.
- Effective training and presentation skills.
- Ability to maintain confidential information and exercise sound judgment.
Physical Requirements
- Frequent walking on uneven terrain and active construction sites.
- Ability to climb ladders, scaffolding, and stairs.
- Ability to lift up to 50 pounds occasionally.
- Ability to work in outdoor environments under varying weather conditions.
- Ability to wear required PPE, including hard hat, safety glasses, gloves, high‑visibility vest, and fall protection equipment.
