The Site Safety and Health Manager (SSHM) provides on-site leadership for the planning, implementation, coordination, and continuous improvement of the project safety and occupational health program. The SSHM partners with project leadership, supervisors, employees, subcontractors, and clients to identify hazards, establish effective controls, verify compliance, and promote a proactive safety culture. This role has the authority and responsibility to stop work when an imminent danger, serious hazard, or material deviation from approved safety requirements is observed.

Reporting Relationships
  • Reports to: Project Manager or designated senior project leader.
  • Direct reports: Site safety personnel, as assigned.
  • Key interfaces: Client representatives, project supervision, employees, subcontractors, quality and environmental personnel, medical providers, and regulatory or contracting authorities.
Essential Duties and Responsibilities
  • Develop, implement, maintain, and communicate the site-specific safety and health plan, related procedures, and activity-level controls.
  • Interpret applicable federal, state, local, client, and contract safety requirements and integrate them into project planning and execution.
  • Participate in preconstruction, mobilization, scheduling, and work-planning meetings to identify risks and define appropriate controls before work begins.
  • Review job hazard analyses, activity hazard analyses, work permits, lift plans, confined-space plans, fall-protection plans, and other high-risk work documentation for completeness and effectiveness.
  • Conduct routine site inspections, observations, and audits; document findings; assign corrective actions; and verify timely closure.
  • Exercise stop-work authority and facilitate safe restart after hazards have been evaluated and controlled.
  • Lead incident, injury, illness, near-miss, property-damage, and environmental-event investigations; identify root causes; and track corrective and preventive actions.
  • Coordinate injury management, emergency response, first-aid resources, return-to-work activities, and required notifications in accordance with company procedures.
  • Maintain accurate safety records, logs, inspection reports, training documentation, exposure records, and performance metrics.
  • Prepare and present safety performance reports, trends, lessons learned, and recommendations to project and corporate leadership.
  • Coordinate with subcontractors to evaluate safety plans, monitor field performance, and address noncompliance.
  • Promote employee participation in hazard reporting, pre-task planning, safety observations, and continuous improvement initiatives.
  • Support industrial hygiene and occupational health activities, including exposure assessment, monitoring, and implementation of engineering, administrative, and personal protective controls.
  • Evaluate evolving site conditions, weather impacts, equipment use, and work sequencing to anticipate and mitigate risk.
  • Serve as the primary site contact for safety-related client reviews, inspections, and inquiries.
  • Perform other safety and health duties consistent with the role and project needs.
Minimum Qualifications
  • Bachelor's degree in occupational safety and health, construction management, engineering, industrial hygiene, or a related field; equivalent relevant experience may be considered.
  • Five or more years of progressively responsible safety and health experience in construction, industrial, infrastructure, government contracting, or a comparable high-hazard environment.
  • Demonstrated experience implementing site safety programs, conducting inspections, investigating incidents, and managing corrective actions.
  • Working knowledge of applicable occupational safety and health regulations, consensus standards, and industry-recognized practices.
  • Current first aid, CPR, and AED certification, or ability to obtain promptly after hire.
  • Ability to meet any project- or contract-specific SSHM training, certification, and experience requirements.
  • Proficiency with common office software and electronic safety-management, reporting, and recordkeeping systems.
  • Valid driver’s license and ability to travel or work at project locations as required.
Preferred Qualifications
  • Professional safety credential such as Certified Safety Professional, Construction Health and Safety Technician, or equivalent.
  • Formal training in construction safety, incident investigation, risk assessment, industrial hygiene, or emergency management.
  • Experience supporting complex projects with multiple subcontractors, phased work, or client-specific compliance systems.
  • Experience in a government, military, or other highly regulated contracting environment.
Knowledge, Skills, and Competencies
  • Visible safety leadership and sound judgment in dynamic field conditions.
  • Strong knowledge of hazard recognition, risk assessment, hierarchy of controls, and safe work planning.
  • Clear written and verbal communication, including the ability to brief leaders and coach field personnel.
