Site Development Specialist

West Palm Beach, Florida | Full-Time, In-Office

About the Role

We are a fast-moving real estate development company pursuing affordable housing, multifamily, industrial, commercial, national credit-tenant, quick-service restaurant, and other specialized development opportunities.

We are seeking a highly organized and execution-focused Site Development Specialist to evaluate prospective properties, develop conceptual site plans, and actively advance selected projects through entitlements, permitting, design, and development.

This role will place particular emphasis on national credit-tenant and commercial development opportunities, including projects for established retailers, restaurants, service providers, and other national or regional operators. The Site Development Specialist will assess site viability, understand tenant requirements, identify development constraints, and coordinate the work necessary to move projects from initial evaluation toward construction.

The Site Development Specialist will work closely with our VP of Development, who will use the development concepts produced in this role to create and evaluate financial models. Those financial results will be used to refine the concept, test alternative uses, and determine whether the project presents a viable opportunity. The process is highly collaborative, iterative, and execution-driven:

Research the site -> Understand the regulations and tenant requirements -> Create a concept -> Model the economics -> Refine the plan -> Secure approvals -> Advance the project

This is a fast-paced opportunity to participate in the entire development process—not simply analyze potential sites. The successful candidate will be expected to take ownership, maintain urgency, solve problems, coordinate multiple stakeholders, and keep consultants, approvals, and projects moving forward.

Key Responsibilities
Site Evaluation and Planning
  • Rapidly evaluate prospective properties and determine potential development uses.
  • Research zoning, future land use, municipal codes, comprehensive plans, development standards, and site- specific requirements.
  • Review surveys, maps, aerial imagery, environmental information, property records, utility data, traffic conditions, and other development materials.
  • Identify constraints involving density, setbacks, parking, access, drainage, landscaping, utilities, environmental conditions, allowable uses, and tenant requirements.
  • Create conceptual site plans and compare alternative development scenarios.
  • Estimate preliminary unit counts, building areas, parking requirements, access points, loading areas, stormwater needs, and other key development metrics.
  • Evaluate sites for national credit-tenants, quick-service restaurants, retail, commercial, industrial, multifamily, and affordable-housing uses.
  • Coordinate with the financial team to evaluate project feasibility, acquisition value, development costs, and potential returns.
  • Refine site concepts based on financial results, regulatory requirements, tenant feedback, and technical findings.
National Credit-Tenant Development
  • Evaluate properties against the site-selection criteria of national and regional credit tenants.
  • Review tenant requirements involving demographics, traffic counts, visibility, access, signage, parking, drive-through configurations, building prototypes, utilities, and delivery schedules.
  • Coordinate with tenants, brokers, architects, engineers, contractors, and internal leadership to confirm site feasibility.
  • Develop and revise conceptual layouts that accommodate tenant prototypes and operational requirements.
  • Track tenant comments, plan revisions, due-diligence requirements, approvals, and critical development milestones.
  • Identify and resolve issues that could affect tenant acceptance, project timing, cost, or constructability.
Entitlements, Permitting, and Municipal Coordination
  • Drive entitlement and permitting activities from initial application through final approval.
  • Prepare, coordinate, and track zoning applications, site-plan submissions, variances, conditional-use approvals, development orders, building permits, and related governmental approvals.
  • Communicate directly with municipalities, planning and zoning departments, building departments, utility authorities, fire departments, transportation agencies, and other reviewing entities.
  • Monitor application status, review comments, resubmission requirements, public hearings, approval conditions, and permit deadlines.
  • Coordinate responses to municipal and agency comments and ensure architects, engineers, and consultants complete required revisions promptly.
  • Attend or participate in pre-application meetings, development-review meetings, public hearings, utility meetings, and project-coordination calls.
  • Identify approval risks early, develop practical solutions, and elevate material issues to leadership.
  • Maintain organized records of submissions, comments, approvals, permits, conditions, fees, and expiration dates.
Consultant, Utility, and Project Coordination
  • Direct and coordinate architects, civil engineers, surveyors, environmental consultants, traffic engineers, landscape architects, utility providers, contractors, tenants, and other project participants.
  • Establish clear deliverables, responsibilities, deadlines, and follow-up requirements for consultants and project stakeholders.
  • Maintain consistent communication and accountability to keep plans, studies, applications, permits, and decisions moving forward.
  • Coordinate water, sewer, electric, gas, telecommunications, and other utility availability, capacity, applications, designs, easements, and service requirements.
  • Track outstanding information, consultant deliverables, agency comments, approvals, and critical-path activities.
  • Review plans and technical materials for completeness, consistency, and alignment with the approved development concept.
  • Resolve routine design, entitlement, permitting, utility, and development issues while promptly escalating significant risks or decisions.
  • Produce concise project updates identifying status, upcoming milestones, open issues, responsible parties, and required decisions.
  • Advance multiple projects simultaneously from initial site evaluation through due diligence, design, approvals, permitting, and construction.
Qualifications
  • Proficiency with AutoCAD, Civil 3D, SketchUp, or comparable design and site-planning software.
  • Understanding of site planning, land development, entitlements, permitting, utilities, and construction- related processes.
  • Ability to interpret zoning codes, municipal ordinances, comprehensive plans, development regulations, surveys, and technical drawings.
  • Experience with commercial, national credit-tenant, retail, quick-service restaurant, industrial, multifamily, or affordable-housing development is highly desirable.
  • Strong spatial reasoning, analytical, research, and problem-solving abilities.
  • Ability to move quickly from research and analysis to recommendations, action items, and execution.
  • Excellent organization, attention to detail, written communication, and follow-through.
  • Confidence communicating with municipalities, utility providers, tenants, consultants, contractors, and executive leadership.
  • Ability to manage multiple fast-moving projects, competing priorities, and time-sensitive deadlines.
  • Ability to work independently, take ownership, anticipate obstacles, and keep projects moving with limited supervision.

Compensation
  • Annual base salary: Starting at $75,000, plus bonus; commensurate with experience.
