ESN is seeking a Ship Cost Estimator to support Navy clients on-site at the Norfolk Naval Shipyard in Portsmouth, VA. The role requires data analysis, cost-benefit assessment, and life-cycle planning for maintenance and modernization projects.

The candidate will gather and assess data, help develop documentation to support POM submissions, and identify cost savings for O&S costs of aircraft carriers.

Formación

We are seeking a Ship Cost Estimator.

Located on-site at Portsmouth, VA.

Seeking a highly motivated Ship Cost Estimator to support Navy clients onsite at Norfolk Naval Shipyard, Portsmouth, VA. The job demands a solid understanding of standard data, statistical, and financial analytics and business process improvement. The candidate will assist senior analysts who advise management on the effectiveness of government programs and operations or the productivity and efficiency of agency operations.

Duties:

• Retrieve, organize and/or analyze data to support life-cycle maintenance and modernization efforts from various Government databases
• Support development, validation, refinement and/or cost benefit analysis of existing or proposed maintenance and modernization requirements to include assisting in Reliability Centered Maintenance related tasks;
• Identify and track cost savings, cost avoidances or cost increases that affect the operating and support (O&S) costs of aircraft carriers;
• Support the development of the Technical Foundation Paper (TFP) and other documentation to support and defend Program Objective Memorandum (POM) submittals;
• Retrieve, organize and/or analyze maintenance/modernization and/or cost (labor and materials) data for aircraft carrier availabilities and submit finding for evaluation and action; Support life cycle planning efforts, funding and/or schedule development.

Qualifications/Education:

• High school diploma
• Desired: Bachelor's degree in finance, Math, Economics, Engineering, or Naval Architecture
• Strong verbal and written communication skills and interpersonal skills and possess the ability to learn.

Skills and Abilities:

• Problem formulation, analytical and problem-solving skills, with the ability to communicate in a clear and succinct manner.
• Analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
• Adept at queries, report writing and presenting findings.
• Must be proficient with Microsoft Office Suite with emphasis on Excel.
• Ability to work independently or within a team environment.
• Comfortable with taking the initiative and determining the best path forward given multiple valid approaches.

Physical Demands and Expectations:

• Regular physical activity to include walking, climbing stairs, and standing; frequent periods of prolonged sitting may be required.
• Ability to speak, read, hear, and write, with or without assistance.
• Ability to use phone and computer systems, copier, fax and other office equipment.
