Job summary

Mid-Willamette Valley Community Action Agency in Salem, Oregon, seeks a Float Program Manager to oversee ARCHES/HYS sheltering services. You will supervise staff, manage operations, ensure compliance, and support grants across CRP and HYS.

Qualifications

• Two or more years of social services experience and a minimum of 1 year of managing or coordinating in a social service field. An equivalent combination of relevant education and experience may be accepted.
• A preference will be given to those with shelter experience, and experience managing/coordinating programs working with vulnerable or at-risk populations, including people experiencing homelessness or at-risk of homelessness.
• Driver qualification status required for this position; driver license and insured vehicle available for use on the job; satisfactory drive record.
• Candidate must pass Oregon Department of Human Services criminal background check; MWVCAA agency background check; pre-employment and random drug/alcohol screens.
• Basic Life Support/First Aid Certification required within first 30 days of hire.

Responsibilities

• Manages the day-to-day operations of ARCHES/HYS sheltering services.
• Provides support to staff when client interactions escalate.
• Establishes and maintains relationships with law enforcement, neighbors, and city officials.
• Builds and maintains relationships with volunteers and provides training for a growing volunteer base.
• Participates in internal and external meetings, trainings, and compliance events.
• Applies for shelter and basic needs services funding to expand service opportunities.
• Adheres to program policies to protect staff, clients and volunteers.
• Demonstrates excellence in HMIS and data-driven protocols.
• Embraces Trauma Informed Care, Motivational Interviewing, recovery, client-centered services, and Harm Reduction strategies.
• Completes spend down of all grant allocations while providing high-quality client service.
• Maintains full compliance with all federal, state, and grant funding requirements, ensuring data quality and compliance.
• Models compliance with MWVCAA Safety Policy.
• Shows commitment to community-based projects and collaborating with co-located agency partners.
• Attends and participates in annual trainings; maintains on-site attendance and punctuality.
• Responds quickly when on-site management is required; may take on additional responsibilities.
