Job summary

Keystone Consulting Engineers, Inc. seeks a Pennsylvania-certified Sewage Enforcement Officer to serve municipal clients in the Lehigh Valley.

You will administer on-lot sewage programs, perform site evaluations, and enforce regulations with engineering and public health teams. Qualifications

• Pennsylvania Sewage Enforcement Officer certification preferred or obtainable.
• Strong knowledge of Act 537 and 25 Pa. Code Chapters 71–73.
• Experience with soil testing, percolation tests, and site evaluations.
• Strong organizational skills and attention to detail.
• Valid driver’s license and ability to travel across Lehigh Valley.

Responsibilities

• Administer Pennsylvania's on-lot sewage permitting program for municipal clients.
• Conduct site evaluations and witness percolation testing.
• Review, approve, deny, or revoke sewage permit applications per Act 537 and DEP regulations.
• Inspect new sewage system installations for compliance with designs and requirements.
• Enforce state/local sewage regulations and issue notices of violation when needed.
• Maintain field notes, inspection logs, permits, correspondence, and records.
• Provide clear guidance to property owners, developers, installers, and officials.
• Collaborate with municipal leadership, engineers, health departments, and agencies.
• Prepare reports and attend hearings or court proceedings as required.
• Maintain certification and stay current on regulatory updates via continuing education.

What You Will Do

As a Sewage Enforcement Officer on our team, you will help municipal clients administer their on-lot sewage programs accurately, consistently, and responsively.

• Administer Pennsylvania's on-lot sewage permitting program on behalf of municipal clients.
• Conduct site evaluations and soil probes and witness percolation testing to assess site suitability.
• Review, approve, deny, or revoke sewage permit applications in accordance with Act 537 and Pennsylvania Department of Environmental Protection regulations.
• Inspect new sewage system installations and repairs for compliance with approved designs and applicable requirements.
• Enforce state and local sewage regulations, including issuing notices of violation when necessary.
• Maintain accurate field notes, inspection logs, permits, correspondence, and official records.
• Provide clear guidance to property owners, developers, installers, and municipal officials.
• Collaborate with municipal leadership, engineers, health departments, and regulatory agencies.
• Prepare reports and documentation and attend hearings or court proceedings as required.
• Maintain required certification and stay current on regulatory updates, industry standards, and best practices through continuing education.

What Makes a Successful Candidate

• Current certification as a Pennsylvania Sewage Enforcement Officer is preferred. Candidates with closely related experience who can obtain and maintain certification will also be considered.
• Strong knowledge of the Pennsylvania Sewage Facilities Act (Act 537) and 25 Pa. Code Chapters 71 through 73.
• Experience performing and interpreting soil testing, percolation tests, and site evaluations.
• Ability to review and evaluate sewage permit applications for technical and regulatory compliance.
• Strong organizational skills and attention to detail in recordkeeping and reporting.
• Strong written and verbal communication skills when working with applicants, municipalities, agencies, and colleagues.
• Experience in construction, plumbing, soils, surveying, or environmental inspection preferred.
• College-level coursework in environmental science, biology, geology, or a related field preferred.
• Valid driver's license and the ability to travel to project sites throughout the Lehigh Valley and surrounding areas.
