For more than 50 years, KCE has built its reputation on strong relationships, quality work, and the people behind it. We are a locally rooted civil engineering and surveying firm serving communities throughout the Lehigh Valley and Pocono Regions.

At KCE, we want employees to build a career, not just fill a position. We value the experience each person brings, encourage employees to contribute their ideas and expertise, and provide opportunities to take on a variety of work and increasing responsibility. For some employees, that journey may also include the opportunity to become a KCE shareholder and help shape the company's future.

Use Your Expertise to Protect Public Health and Strengthen Local Communities.

KCE is seeking a Pennsylvania-certified Sewage Enforcement Officer who wants more than just a job. We are looking for a professional who values independent decision-making, meaningful municipal work, and the opportunity to build long-term relationships with the communities they serve.

As part of our Municipal Services Team, you will work directly with municipalities throughout the Lehigh Valley and surrounding areas, helping safeguard public health, protect environmental resources, and support responsible development. Whether you currently serve as an SEO for a municipality, consulting firm, environmental organization, or related agency, we invite you to explore a career with KCE.

Why Experienced SEOs Choose KCE

At KCE, your professional knowledge and judgment will be respected. This role offers more than permit administration and inspections:

  • Work directly with municipalities that value professional guidance and responsive service.
  • Balance independent fieldwork with technical review, public interaction, and professional decision-making.
  • Maintain professional autonomy with support from an experienced team of engineers, planners, zoning officers, code officials, and municipal consultants.
  • Build long-term relationships with municipal officials, property owners, designers, installers, and regulatory agencies.
  • Serve communities throughout the Lehigh Valley and surrounding areas with regular local travel and no routine overnight travel.
  • Join a company that recognizes expertise, rewards initiative, and offers opportunities for professional growth and potential employee ownership.
Position Details
  • Field and office-based position serving municipal clients throughout the Lehigh Valley and surrounding areas
  • Monday through Friday schedule
  • Flexibility in work schedules, with limited remote work opportunities based on position, field assignments, and team needs
  • Paid overtime
  • Regular local travel to properties, project sites, municipal offices, and meetings
Why Join KCE?
  • Locally rooted company with more than 50 years of experience serving eastern Pennsylvania communities
  • Employee-focused culture built on trust, flexibility, professional respect, and work-life balance
  • Competitive pay based on experience, plus paid overtime
  • Meaningful municipal work with opportunities to take on greater responsibility and grow professionally
  • Flexible schedules, limited remote work possibilities based on assignments and team needs, and a casual, down-to-earth work environment
  • Comprehensive medical plan options, including HDHP/HSA and traditional plans
  • Employer-paid life and disability insurance with voluntary life options
  • Dental and vision coverage
  • 401(k) with company match, including Traditional and Roth options
  • Paid vacation, sick days, and nine paid holidays
  • Paid parental leave
  • Flexible Spending Accounts (FSA)
  • Employee Assistance Program (EAP)
  • Tuition Reimbursement Program
  • Continuing education support to help maintain required certification and stay current on industry standards
  • Potential opportunity for eligible employees to become KCE shareholders and help shape the company's future
  • Collaborative support from engineers, planners, zoning officers, code officials, and municipal consultants
  • Company events and team-building activities
What You Will Do

As a Sewage Enforcement Officer on our team, you will help municipal clients administer their on-lot sewage programs accurately, consistently, and responsively.

  • Administer Pennsylvania's on-lot sewage permitting program on behalf of municipal clients.
  • Conduct site evaluations and soil probes and witness percolation testing to assess site suitability.
  • Review, approve, deny, or revoke sewage permit applications in accordance with Act 537 and Pennsylvania Department of Environmental Protection regulations.
  • Inspect new sewage system installations and repairs for compliance with approved designs and applicable requirements.
  • Enforce state and local sewage regulations, including issuing notices of violation when necessary.
  • Maintain accurate field notes, inspection logs, permits, correspondence, and official records.
  • Provide clear guidance to property owners, developers, installers, and municipal officials.
  • Collaborate with municipal leadership, engineers, health departments, and regulatory agencies.
  • Prepare reports and documentation and attend hearings or court proceedings as required.
  • Maintain required certification and stay current on regulatory updates, industry standards, and best practices through continuing education.
What Makes a Successful Candidate

The ideal candidate combines practical field experience with regulatory knowledge, sound judgment, attention to detail, and a professional approach to public service. Successful candidates will be comfortable working independently in the field while representing municipal clients fairly, consistently, and professionally.

  • Current certification as a Pennsylvania Sewage Enforcement Officer is preferred. Candidates with closely related experience who can obtain and maintain certification will also be considered.
  • Strong knowledge of the Pennsylvania Sewage Facilities Act (Act 537) and 25 Pa. Code Chapters 71 through 73.
  • Experience performing and interpreting soil testing, percolation tests, and site evaluations.
  • Ability to review and evaluate sewage permit applications for technical and regulatory compliance.
