Job summary

Keystone Consulting Engineers, Inc. seeks a Pennsylvania-certified Sewage Enforcement Officer to service municipal clients in the Lehigh Valley and surrounding areas.

The role requires independent field work, strong regulatory knowledge, and professional judgment to ensure compliant on-lot sewage programs. Ideal candidates have current PA SEO certification (preferred) and will travel locally with occasional field assignments.

Qualifications

• Current Pennsylvania Sewage Enforcement Officer certification preferred.
• Strong knowledge of Act 537 and 25 Pa. Code Chapters 71–73.
• Experience with soil testing, percolation tests, and site evaluations.
• Ability to review sewage permit applications for technical and regulatory compliance.
• Strong written and verbal communication when working with municipalities, agencies, and colleagues.
• Valid driver’s license and ability to travel to project sites throughout the Lehigh Valley and surrounding areas.

Responsibilities

• Administer Pennsylvania’s on-lot sewage permitting program for municipal clients.
• Conduct site evaluations and soil probes and witness percolation testing.
• Review, approve, deny, or revoke sewage permit applications per regulations.
• Inspect new sewage system installations for compliance with designs and requirements.
• Enforce state and local sewage regulations, issue notices of violation when needed.
• Maintain accurate field notes, inspection logs, permits, and reports.
• Provide guidance to property owners, developers, installers, and municipal officials.
• Collaborate with municipal leadership, engineers, health departments, and regulatory agencies.
• Prepare reports and documentation and attend hearings or court proceedings as required.
• Maintain required certification and stay current on regulatory updates.
