You will lead the design, development, and implementation of ServiceNow solutions that support ITSM, ITAM, and change management across DC IT projects. You will collaborate with stakeholders, translate business requirements into technical specifications, and provide technical leadership to development teams, ensuring adherence to governance and security standards.

Qualifications

• Bachelor's degree in IT or related field is required.
• 9 years of IT systems roadmap development experience.
• 9 years as an Enterprise Architect.
• 9 years of system diagramming and UML modeling experience.
• 6 years hands-on ServiceNow experience (ITSM/ITOM/ITFM/HRSD/PPM/SPM).
• 5 years ServiceNow integrations using REST/SOAP.
• 5 years of architecting complex ServiceNow solutions in enterprise environments.
• 5 years of strong ServiceNow platform architecture knowledge.

Responsibilities

• Design end-to-end ServiceNow solutions aligned with objectives, including architecture, data models, integrations, and workflows.
• Provide technical leadership and guidance to development teams; mentor on ServiceNow capabilities and implementation strategies.
• Collaborate with stakeholders to translate requirements into technical specifications and design documents.
• Develop and configure ServiceNow using JavaScript, GlideScript, HTML, and CSS; configure workflows, forms, UI policies, and catalog items.
• Design and implement integrations between ServiceNow and other enterprise systems using REST APIs, SOAP, MID Servers.
• Identify and implement opportunities to optimize ServiceNow performance and scalability; monitor system performance.
• Ensure governance, security, and compliance standards in ServiceNow implementations; implement security controls and audit mechanisms.
• Create technical documentation and provide training/knowledge transfer to team members and end-users.

The Office of the Chief Technology Officer (OCTO) of the District of Columbia Government seeks a ServiceNow Architect for a 6-month contract position based in Washington, DC. OCTO is the central technology organization of the District of Columbia Government, responsible for developing, implementing, and maintaining the District's technology infrastructure; developing and implementing major enterprise applications; establishing and overseeing technology policies and standards; providing technology services and support for District agencies; and developing technology solutions to improve services to businesses, residents, and visitors across District government.

In this role, you will lead the design, development, and implementation of ServiceNow solutions that support IT Service Management (ITSM), IT Asset Management (ITAM), and change management needs across DC IT projects. You will work closely with stakeholders to translate business requirements into technical solutions and provide technical leadership to development teams.

• Provide technical leadership and guidance to development teams, ensuring adherence to best practices, standards, and methodologies; mentor team members on ServiceNow platform capabilities and implementation strategies.
• Collaborate with stakeholders to gather, analyze, and translate business requirements into technical specifications and design documents.
• Develop and configure the ServiceNow platform using JavaScript, GlideScript, HTML, and CSS; configure workflows, forms, UI policies, and catalog items to meet specific business needs.
• Design and implement integrations between ServiceNow and other enterprise systems using REST APIs, SOAP, MID Servers, and other integration techniques, ensuring data integrity and security.
• Identify and implement opportunities to optimize ServiceNow performance and scalability; monitor system performance to ensure optimal operation.
• Ensure adherence to governance, compliance, and security standards in ServiceNow implementations; implement security controls, access restrictions, and audit mechanisms as necessary.
• Create technical documentation including design documents, architecture diagrams, and configuration guides; provide training and knowledge transfer to team members and end-users.

Qualifications

• Required
  • Bachelor's degree in IT or related field, or equivalent professional experience.
  • 9 years of experience in IT systems roadmap development.
  • 9 years of experience as an Enterprise Architect.
  • 9 years of experience with system diagramming and modeling using structured modeling languages (e.g., UML).
  • 6 years of hands‑on experience with ServiceNow modules including ITSM, ITOM, ITFM, HRSD, PPM, and SPM.
  • 5 years of experience with ServiceNow integrations using REST, SOAP, and other integration protocols.
  • 5 years of proven experience architecting and implementing complex ServiceNow solutions in enterprise environments.
  • 5 years of strong knowledge of ServiceNow platform architecture including core modules and components.
• Preferred
  • ServiceNow Certified Technical Architect (CTA) certification.
  • ServiceNow Certified Implementation Specialist (CIS) certification.
