Job description

GENERAL STATEMENT OF DUTIES:

Under general direction, this employee is responsible for the management of community recreational center(s) and for the supervision of assigned recreation personnel and their Service Area consisting of one or more communities. This employee has administrative responsibility for recreational programs and services provided at other locations within the Service Area (schools, parks, churches, etc.) through collaboration and outreach and may also require non-community based responsibilities. This employee assesses Service Area needs and develops, organizes and implements programs designed to meet these identified needs in accordance with the policies of Recreation Commission. Performs related duties as required. (Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)

Examples of Work Performed

  • Develops and implements the Strategic Action Planning Process for assigned Service Area, including assessing Service Area needs and resources, determining programs/service priorities, developing goals for each of the Key Ingredient areas; and completing quarterly updates of the service area Strategic Action Plan.
  • Manages facility operations and personnel as established in the Facility Operation Manual. Policies and Procedures Manual, C.O.D.E. and AFSCMEagereements.
  • Provides direct or overall supervision for all service area personnel including working with staff to establish personal goals in alignment with the Strategic Action plan completing their performance reviews within the established time frame.
  • Determines staffing needs related to facility operation and schedules staff accordingly.
  • Develops and conducts necessary orientation and training for all staff and volunteers and assures completion of the departments' mandated hours of training.
  • Develops and monitors with Supervising Parks/Recreation Coordinator and Financial Management assistance, the annual Service Area Budget and follows Financial Management policies and procedures; investigate and implement strategies to increase Service Area revenues.
  • Writes contracts, permits, or rental agreements as needed to make maximum use of available facility space; monitors accurate counting and inputting of facility attendance figures and other statistical information.
  • Writes, monitors and implements grants, partnerships, and/or sponsorships for the delivery of programs/services.
  • Established, maintains, and follows emergency, safety and security guidelines and procedures for assigned service area facilities.
  • Provides staff training in areas relating to participant care and safety to include CPR, First Aid and other relevant certifications; assures all safety equipment and material are available and working correctly.
  • Maintains service area vehicles as scheduled; assures vehicles are used appropriately and staff driving vehicles have required training and approval.
  • Identifies access issues as it related to participant accessibility.
  • Assesses and monitors daily, quarterly and yearly maintenance and upkeep of the service area facilities; establishes maintenance priorities through the Strategic Action Plan process; schedules facility inspections with Maintenance Supervisor.
  • Maintains accurate inventory of equipment and supplies (assuring appropriate usage and security) and obsolesce outdated, broken equipment.
  • Promotes positive community relations and maintains a high level of community involvement; attends all Community Council meetings or sends an alternative as needed and works with Councils on recreation related activities;develops and/or maintains cooperative working relationships with various community agencies and organizations.
  • Maintains high standards for customer service, identifying and addressing customer service issues promptly.
  • Facilitates and attends meetings; participates in city wide events and/or CRC committees and helps to market the department's image, expand program resources, and contribute to improved department operations.
  • Oversees the development and implementation of recreation programs/services determined to be most needed/valued for the Service Area (based on community needs assessment data); assures programs offered represent needs/interests of the community as a whole with all age groups and program categories considered; promotes programs through effective marketing strategies; assures that plans and preparations are made to include individuals with disabilities in all programs/services and that recommended accommodations are provided.

Probationary Period Twelve months

  • Each applicant must have five years of experience as a Community Center Director with the City of Cincinnati Recreation Department or an organization with similar operations (i.e. YMCA, YWCA, Boys & Girls Club, etc.)
  • OR Two years of experience as a Community Center Director or Therapeutic Recreation Program Coordinator, with the Cincinnati Recreation Commission or with an organization that offers similar programming and services with a Bachelor's degree. (i.e. YMCA, YWCA, Boys & Girls Club etc.)
  • OR One year experience as a Community Center Director or Therapeutic Recreation Program Coordinator, with the Cincinnati Recreation Commission, and a Master's degree in Recreation Administration or related field. (Business Administration/Organizational Leadership/Education/ Public Administration etc.)
OTHER REQUIREMENTS
  • Must have a valid Driver's License.
  • Must furnish own vehicle; may be required to drive to various work sites.
  • Must be willing to work a flexible schedule including irregular hours, mornings, evenings, weekends, and holidays, if necessary.
MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:

Office/outdoor environment; travel to various locations; exposure to varying conditions; exposure to moving vehicles.

Physical Conditions:

Duties may require maintaining physical condition necessary for sitting, standing and walking for extended periods of time; general manual dexterity required; audio- visual and linguistic acuity required; work closely with others.
