Position Overview
Northrop Grumman Defense Systems is seeking a Command Systems Test Engineering Manager 2. The role will support the Sentinel program, located in Roy, UT, and may offer a competitive relocation assistance package. The duties center on developing test solutions, planning and executing comprehensive test plans, and coordinating across multiple engineering and test teams.
Key Responsibilities
- Develop customer contractual needs and requirements into test solutions that acknowledge technical schedule and cost constraints.
- Develop and direct preparation and execution of comprehensive test plans, procedures, and schedules.
- Review and evaluate test requirements for completeness of the test program.
- Coordinate with Subject Matter Experts, Element Test teams, System Test teams, and other stakeholders to identify test objectives, test requirements, and risks.
- Support the development of instrumentation requirements for Hardware‑in‑the‑Loop testing.
- Identify test support requirements and coordinate with Design & Integration teams for budget and personnel needs.
- Oversee test activities in support of requirement verification and validation.
- Conduct daily briefings and approve test start for each test event, including approving breakout of configuration on the test floor.
- Conduct tabletop reviews and dry‑run test procedures with the test team prior to execution.
- Coordinate and conduct Technical and Safety Review Boards, and Test Readiness Reviews.
- Support customer Test Plan Working Groups and prepare Test Planning Team charters.
- Coordinate with the Quality organization for test support and review/approve major test amendments.
- Utilize excellent communication, interpersonal, and management skills to interface across all levels of employees and management.
- Collaborate with multiple engineering teams to define test objectives and requirements for hardware‑in‑the‑loop lab activities.
- Develop and communicate a clear vision for shaping, growing, and enabling the Command Systems business unit.
- Build and maintain a high‑performing team, implementing mentoring, succession, and development plans.
- Drive execution across a diverse, multidisciplinary team to meet cost, schedule, and technical performance metrics.
- Lead with empathy and courage, instilling a culture of empowerment and accountability.
- Perform proactive risk and opportunity management, navigating setbacks and implementing recovery plans.
- Leverage leaders within the Command Systems BU to make timely decisions, advocate across stakeholder communities, and mitigate delays.
- Implement process improvements and strategic initiatives to maintain and increase execution velocity.
Technical Leadership
- Lead and manage a diverse group of test engineers across multiple Scrum teams.
- Provide functional management for a section of test engineers in accordance with the Sentinel SOW.
- Design, develop, and implement testing methods and equipment.
- Navigate requirements in DOORS and apply Model‑Based System Engineering (MBSE) with an understanding of DODAF and SysML.
- Compile data and define changes required in test equipment, procedures, or new test requirements.
- Plan, execute, and report on test, including integration support for system integration, regression, and verification/validation testing.
- Collaborate with systems engineers, software engineers, and lab users to ensure test requirements are met.
- Develop and release engineering documentation and interface with software developers and systems engineers for verification.
- Prepare detailed test reports and support formal verification of the system.
- Perform product integration, regression, and verification testing, including checkout in system test labs.
- Plan and execute short‑ and long‑term integration of multiple concurrent baselines.
People Leadership & Development
- Provide technical oversight and mentorship to ensure engineering projects meet performance objectives.
- Direct functional management of staff and provide clear direction.
- Support organizational engineering initiatives.
Qualifications
- Bachelor’s Degree with 8 years of related experience, or a Master’s Degree with 6 years of related experience.
- Must have an active U.S. Government DoD Secret security clearance, current and within scope, with ability to obtain and maintain Special Access Program (SAP) approval.
- At least 3 years of experience in system integration and test planning, procedure development, execution, and test reporting.
- Understanding of systems engineering principles and processes, requirements decomposition and allocation, and design and analysis.
- US Citizenship with an active Top‑Secret Clearance or higher (awarded within the past 6 years).
- At least 1 year of experience leading a project and/or driving performance against schedule.
- Current Sentinel Program access and experience leading a team or project.
- Familiarity with Atlassian applications JIRA and Confluence, experience navigating specifications and requirements in DOORS.
- Experience applying systems thinking and systems engineering best practices to engineering development programs.
- Previous experience standing up a lab environment/Hardware‑in‑the‑Loop test bed.
- Knowledge and experience using CAMEO and/or Model‑Based Systems Engineering (MBSE) principles, CAM/EVMS.

Salary Range
$126,600.00 – $189,800.00, contingent on experience, education, skills, and market conditions. Eligible for overtime, shift differential, discretionary bonuses, and potentially long‑term incentives for VP/Director levels.
