ORBIS Inc. in Norfolk, VA seeks a Waterfront Ship Manager Representative to provide on-site support and oversight for US Navy surface ship modernizations.

You will coordinate ship yard and shipboard access, review work plans, and manage installation activities to keep schedules on track. Responsibilities include coordinating test procedures, SPIR data entry, INCO spares distribution, power coordination, and reporting weekly status to NSWCPD.

Qualifications

• Ten (10) years of experience providing technical support for U.S. Navy HM&E.
• 5 years in Navigation systems and equipment.
• Experience with NAVSEA processes and ship modernization.
• Security clearance and U.S. citizenship may be required.

Job description

Job Description: Position is for a Waterfront Ship Manager Representative to provide on-site support and oversight for US Navy surface ship modernizations for Naval Surface Warfare Center Philadelphia, Code 20.

Candidate should be able to provide waterfront support on a daily basis and manage the schedule for all aspects of the work being done. This includes coordinating ship yard and shipboard access; reviewing work plans and schedules; coordinating installation efforts; coordinating support services (cranes, power, etc.); ensuring planned work is accomplished in accordance with ship yard schedules and regulations; mitigating issues that arise; and ensuring integration and interconnectivity of systems and workload. The support required will be for ships in multiple locations both CONUS and OCONUS. Specific duties for the Waterfront Ship Manager Representative include:

• provide updates for each ship in an availability undergoing modernization.
• work with NSWCPD program managers and ISEAs to ensure material has been delivered to the ship yard in accordance with light off assessment (LOA) letter requirements. - physically verify material has been delivered. If material has been delivered but cannot be found, assist with tracking down lost or misplaced material. - provide feedback regarding material status to the NSWCPD program office.
• provide a weekly waterfront status report that includes the completion percentage of
• all test procedures, notes on remaining testing, and dates testing personnel are onsite, etc. - coordinate the execution of NSWCPD test procedures

• coordinate ship yard test support among various NSWCPD technical codes; interface with ship yard test management personnel; and provide weekly status report of testing. - coordinate System Problem Improvement Report (SPIR) data entry. Copies of handwritten SPIRs will be entered into an approved NSWCPD SPIR tool. - update the SPIR tracking tool as needed based on the input from NSWCPD in service engineering agents (ISEAs), alteration installation teams (AITs), and the ship yard. - interface with NSWCPD ISEAs to monitor the resolution of SPIRs. - provide a weekly SPIR status report - coordinate the distribution of installation and check out (INCO) spares to replenish failed components that are discovered during testing. - provide a weekly INCO status report.
• Provide power coordination; interface with ship's force, NSWCPD ISEAs, and any other activities performing shipboard work to schedule (power coordination) the 'tag in/tag out' of all equipment providing power to ensure the safety of workers and support for the alterations being completed by the lead maintenance activity, ship yard and alteration installation team.
• notify the ship manager representative (SMR) of delays and changes from any and all the production entities.

Required Skills and Experiences: Minimum Experience: Ten (10) years of experience providing technical support for U.S. Navy HM&E with at least 5 years in Navigation systems and equipment. Seven years of experience in providing direct fleet support, installations, testing, troubleshooting, conducting equipment assessments, and acceptance testing and configuration of GFM for installations and upgrades. A working knowledge of NAVSEA Headquarters, Surface fleet and Carrier fleet type commander organizations, functions and responsibilities is preferred. Target Experience: Fifteen (15) years of experience providing technical support for U.S. Navy HM&E with at least 5 years in Navigation systems and equipment. Seven years of experience in providing direct fleet support, installations, testing, troubleshooting, conducting equipment assessments, and acceptance testing and configuration of GFM for installations and upgrades. A working knowledge of NAVSEA Headquarters, Surface fleet and Carrier fleet type commander organizations, functions and responsibilities is preferred. Degree Requirements: High school graduate or GED equivalent, and/or graduate of military schools which provided an in-depth knowledge of naval shipboard systems maintenance and operation. Target Experience: Fifteen (15) years of experience in engineering for Navigation and Ship Control systems hardware and software technical refreshes, upgrades and installations. Fifteen (15) years of experience demonstrating Navy Modernization Process (NMP) experience to include Ship Change Document (SCD) and Fielding Plan development. A working knowledge of NAVSEA headquarters, surface and carrier fleet organizations, to include experience with Configuration Control Boards (CCBs) and other sponsor-level briefings. Degree Requirements: Master's Degree in Electrical Engineering A secret security clearance * Must be a U.S. citizen.
