Job summary

EBA Engineering, Inc. is seeking a Project Manager to lead water and wastewater projects from planning and design through construction in the Laurel, MD area. You will own projects, interact directly with clients, and guide teams to deliver phased work on time and within budget.

The role requires PE licensure, a civil/environmental engineering degree, and proven leadership of complex utility projects. Strong communication and coordination with regulators and stakeholders is essential, along with

Qualifications

• Bachelor's degree in civil or environmental engineering from ABET-accredited university.
• Professional Engineer (PE) license is required.
• Experience managing planning, design, and delivery of water/wastewater projects.
• Strong knowledge of water distribution and wastewater collection systems and design standards.
• Experience managing scope, schedule, budget, and technical deliverables.
• Proficiency with AutoCAD Civil 3D, Bluebeam Revu, ArcGIS, WaterCAD, SewerGEMS, EPANET.
• Proficiency with Microsoft Office Suite.
• Excellent written and verbal communication skills.
• Ability to manage multiple projects, priorities, and deadlines.
• Experience leading engineers, designers, and technical staff.
• Strong client relationship and project coordination skills.

Responsibilities

• Manage water and wastewater projects from planning to construction.
• Lead design and rehabilitation of distribution and collection systems.
• Develop project scopes, schedules, budgets, staffing plans, and deliverables.
• Serve as main client contact and maintain relationships during project delivery.
• Coordinate activities with clients, regulators, utilities, subconsultants, and contractors.
• Lead and mentor engineers and staff, coordinating workloads.
• Review calculations, plans, specs, and cost estimates.
• Provide technical direction through planning, design, permitting, bidding, construction.
• Manage budgets, invoicing, staffing, and financial performance.
• Coordinate permitting with local, state, and federal agencies.
• Lead project meetings, design reviews, site visits, and field investigations.
• Oversee bid-phase and construction-phase activities, review submittals, RFIs, design changes.
• Identify challenges and develop approaches to maintain progress.
• Assist department manager with proposals, scopes of work, fee estimates, and schedules.
• Develop and maintain client relationships and identify new opportunities.
