Job summary

Laberge Group, now part of Artheon and the Trilon Group, seeks a Senior Program Manager to lead municipal water and wastewater programs in Albany, NY. You will oversee delivery and growth for local clients, with the backing of a national engineering platform.

You will manage multi-year capital projects, ensure NYSDOH/DEC/EFC compliance, supervise a team of engineers and PMs, and drive proposal development to win new work across the region.

Qualifications

• B.S. in Civil or Environmental Engineering.
• Professional Engineer (PE) license in New York State.
• 13-15+ years of experience in municipal water and wastewater engineering with PM responsibility.
• Track record of expanding client relationships into new project work.
• Established relationships with municipal clients in the Capital District or broader upstate NY market.
• Knowledge of water and wastewater regulations, grant programs, and NYS procurement requirements.
• Ability to lead client meetings, public presentations, and proposal efforts.

Responsibilities

• Lead and manage a portfolio of municipal water and wastewater programs across the Capital District and greater NYS.
• Serve as the senior technical and client contact on multi-year capital improvement programs.
• Oversee engineering reports, design calculations, specs, and cost estimates for water and wastewater projects.
• Coordinate compliance with NYSDOH, DEC, and EFC requirements and grant programs (GIGP, DWSRF, CDBG, USDA).
• Supervise, mentor, and develop a team of PMs, engineers, and designers.
• Lead proposal development and represent the firm with municipal clients and prospective clients.
• Grow the local water/wastewater client base and win new project work.
