Job summary

Laberge Group, now part of Artheon and the Trilon Group, is expanding its municipal water and wastewater practice in Albany and seeks a Program Manager to lead project delivery. The role requires overseeing a portfolio from planning through construction, serving as the primary technical and client contact, and ensuring regulatory compliance and grant management.

This is a full-time position with a competitive compensation package.

Qualifications

• B.S. in Civil or Environmental Engineering.
• PE license in New York State.
• 10+ years of municipal water and wastewater engineering experience.
• 8+ years of direct project management responsibility.
• Knowledge of NYSDOH, DEC, and EFC regulations and grant programs.
• Experience with grant-funded infrastructure projects.

Responsibilities

• Manage a portfolio of municipal water and wastewater projects from planning and design through construction.
• Serve as the primary technical and client contact on assigned projects.
• Prepare and oversee engineering reports, design calculations, specifications, and cost estimates for water supply, treatment and distribution and for wastewater treatment and collection projects.
• Coordinate compliance with NYSDOH, DEC, and EFC requirements, along with grant and funding programs such as GIGP, DWSRF, CDBG, and USDA.
• Supervise, mentor, and develop project engineers and design staff assigned to your projects.
• Manage project budgets, schedules, and contracts, including construction administration.
