Our services span planning, engineering design, environmental permitting, program and construction management, inspection, GIS, asset management, and data systems.

Our core technical areas include stormwater, drainage and flood resilience, water resources, transportation infrastructure, environmental compliance, stream restoration, and public works program delivery.

RIVUS is continuing to expand its presence in North Texas and is seeking an experienced professional who can combine strong technical and project-management capabilities with client development and Dallas office leadership.

Position Overview

RIVUS Consulting is seeking a Senior Water Resources Engineer / Project Manager to lead hydrology, hydraulics, stormwater, drainage, floodplain, water-quality, and stream-restoration projects while helping expand the firm's presence in the Dallas–Fort Worth market.

The position will manage feasibility studies, engineering analyses, design documentation, permitting, construction support, and multidisciplinary project teams. The successful candidate should have strong experience with H&H modeling, drainage infrastructure, floodplain management, watershed studies, MS4/TMDL programs, and public‑sector infrastructure projects. Experience with coastal, resilience, or advanced flood modeling—including tidal, surge, shoreline, or climate‑resilience applications is desirable.

In addition to technical responsibilities, this position will play an important role in Dallas office management and business development. The individual will represent RIVUS with clients, teaming partners, professional organizations, and public agencies and help develop a sustainable backlog of work in North Texas.

Key Responsibilities
Technical and Project Management
  • Manage mid-sized to large-scale stormwater, drainage, flood-control, watershed, and water-resources projects.
  • Perform and/or oversee hydrologic and hydraulic modeling and engineering analyses.
  • Lead preparation of feasibility studies, design reports, plans, specifications, cost estimates, and technical memoranda.
  • Manage floodplain, drainage, stormwater-quality, stream-restoration, and MS4-related assignments.
  • Coordinate environmental and regulatory permitting.
  • Provide technical oversight during design and construction.
  • Manage project scope, schedule, budget, quality, and client expectations.
  • Coordinate multidisciplinary staff, subconsultants, and teaming partners.
  • Review technical work products and provide QA/QC.
  • Mentor junior engineers and support their technical and professional development.
Dallas Office Management
  • Support the day-to-day coordination and growth of RIVUS's Dallas-area operations.
  • Help establish an effective local office presence and maintain communication with RIVUS corporate leadership.
  • Coordinate workloads and assignments for Dallas-area technical staff.
  • Support recruiting, onboarding, mentoring, and development of local staff as the office grows.
  • Help maintain accountability for project delivery, utilization, schedules, and client commitments.
  • Assist leadership with identifying staffing and technical resources needed to support the Texas backlog.
  • Represent RIVUS's culture, professional standards, and commitment to client service in the North Texas market.
Business Development and Client Relations
  • Develop and maintain relationships with public-sector clients, prime consultants, teaming partners, and industry organizations throughout North Texas.
  • Help identify upcoming opportunities with municipalities, counties, transportation agencies, river authorities, water districts, and other public agencies.
  • Represent RIVUS at targeted industry meetings, conferences, procurement events, and client meetings.
  • Develop relationships with larger engineering firms where RIVUS can participate as a DBE/SBE/MBE teaming partner.
  • Participate in client visits, introductory meetings, project debriefings, and industry networking.
  • Track procurement forecasts and upcoming solicitations relevant to RIVUS's technical capabilities.
  • Assist with go/no-go decisions, teaming strategies, capture planning, and proposal development.
  • Participate in preparation of statements of qualifications, technical proposals, scopes, fees, and interview presentations.
  • Help convert RIVUS's Texas certifications and technical capabilities into sustainable project backlog.
  • Identify cross-selling opportunities involving water resources, drainage, transportation, structural engineering, environmental services, GIS/data systems, inspection, and program/construction management.
Qualifications
  • Bachelor's degree in Civil Engineering, Water Resources Engineering, or a related engineering discipline.
  • Professional Engineer (PE) license required; Texas PE strongly preferred or ability to obtain Texas registration.
  • Approximately 10+ years of progressively responsible experience in water resources, drainage, stormwater, floodplain, or related civil engineering.
  • Demonstrated experience managing public-sector engineering projects.
  • Strong knowledge of hydrologic and hydraulic modeling.
  • Experience with commonly used H&H software such as HEC-RAS, HEC-HMS, XP-SWMM/InfoWorks ICM, SWMM, or comparable platforms.
  • Experience preparing drainage studies, floodplain analyses, construction plans, specifications, and cost estimates.
  • Strong written and verbal communication skills.
  • Ability to interact effectively with agency staff, clients, teaming partners, contractors, and technical personnel.
  • Experience developing client relationships, proposals, or new business is strongly preferred.
  • Existing relationships within the Dallas–Fort Worth engineering/public-infrastructure market are highly desirable.

Experience in transportation drainage, bridge/roadway hydraulics, structural coordination, flood mitigation, watershed planning, environmental permitting, utilties, or program/construction management is also desirable.

This position is intended for an engineer who wants to remain technically engaged while assuming increasing responsibility for projects, clients, staff, and growth of RIVUS's Dallas operation.

As the North Texas backlog expands, the successful candidate will have the opportunity to grow into a broader office and regional leadership position.

The key change we had made was to make the position not just a senior technical engineer, but someone accountable for helping build the Dallas backlog, managing the local office presence, attending industry/client events, and developing relationships with agencies and primes.
