Job summary

KM Engineering is seeking an experienced Water Resource Engineer focused on Hydraulics & Floodplain Engineering to lead hydrologic analyses and floodplain projects across Idaho and the surrounding region. The role requires FEMA NFIP expertise, mentoring, and strong client communication.

You will manage scopes, budgets, and schedules while coordinating with engineers, planners, surveyors, and environmental professionals to deliver high-quality solutions.

Qualifications

  • Bachelor's degree in civil/water resources; PE license preferred.
  • 5+ years in hydrology, hydraulics, floodplain management.
  • Experience with FEMA regulations and NFIP permitting.
  • Strong communication and leadership skills.
  • Experience with project management and client relations.
  • Experience preparing FEMA map revisions.

Position Overview

KM Engineering is seeking an experienced Water Resource Engineer with a focus on Hydraulics & Floodplain Engineering to lead and support a wide range of hydrologic, hydraulic, floodplain management, drainage, and water resources projects throughout Idaho and the surrounding region.

This position will serve as a technical leader and trusted advisor to clients, regulatory agencies, and internal project teams. The successful candidate will have extensive experience with FEMA floodplain regulations, hydrologic and hydraulic modeling, flood risk assessments, permitting, and project management. In addition to technical expertise, this role requires strong leadership, mentoring, business development, and client relationship management skills.

Primary Responsibilities
Hydrologic & Hydraulic Analysis
  • Lead hydrologic and hydraulic modeling studies.
  • Perform floodplain analyses for riverine, bridge, culvert, and watershed improvement projects.
  • Develop flood risk assessments, flood mitigation studies, and watershed management plans.
  • Conduct hydraulic evaluations supporting transportation, municipal, irrigation, and infrastructure projects.
  • Prepare drainage studies, stormwater analyses, and floodplain impact evaluations.
FEMA & Floodplain Management
  • Serve as a subject matter expert on FEMA regulations, National Flood Insurance Program (NFIP) requirements, and local floodplain ordinances.
  • Prepare LOMR and CLOMR letters, ensuring community eligibility for the NFIP.
Project Management & Client Service
  • Manage project scope, schedules, budgets, and deliverables.
  • Serve as the primary point of contact for clients and regulatory agencies.
  • Lead multidisciplinary project teams and coordinate with engineers, planners, surveyors, and environmental professionals.
  • Develop practical, cost-effective solutions to address client and regulatory challenges.
  • Maintain strong client relationships through responsive communication and exceptional service.
Leadership & Mentorship
  • Provide technical oversight and quality assurance for engineering analyses, reports, and deliverables.
  • Mentor and train junior engineers and technical staff.
  • Support professional development initiatives and encourage knowledge-sharing within the organization.
  • Contribute to internal standards, modeling procedures, and best practices.
Business Development & Industry Engagement
  • Assist with proposal preparation, project pursuits, and strategic growth initiatives.
  • Identify opportunities to expand services and strengthen client relationships.
  • Represent KM Engineering at professional organizations, industry conferences, and community meetings.
  • Participate in floodplain management, water resources, and engineering industry groups.
Job Qualifications/Requirements
Required Qualifications
  • Bachelor's Degree in Civil Engineering, Water Resources Engineering, or related field.
  • Professional Engineer (PE) license in Idaho or ability to obtain Idaho licensure through reciprocity.
  • Certified Floodplain Manager (CFM) certification.
  • Minimum 5+ years of professional experience in hydrology, hydraulics, floodplain management, or water resources engineering.
  • Extensive knowledge of FEMA regulations, NFIP requirements, and local floodplain permitting processes.
  • Demonstrated experience preparing FEMA map revision applications and floodplain permitting documents.
  • Expertise using:
    • Civil 3D
    • FEMA Mapping and Modeling Standards
  • Experience managing engineering projects, budgets, schedules, and client relationships.
  • Strong technical writing and communication skills.
  • Proven ability to lead teams and mentor junior staff.
