Job summary

Enterris Associates seeks a Senior Value Engineer to lead value engineering studies on city street and park improvement projects across Los Angeles-area jurisdictions.

The role requires analyzing plans and cost estimates, identifying cost-saving design alternatives, and preparing life-cycle cost analyses, reports, and recommendations for the Owner. You will mentor staff and coordinate with designers, agencies, and utilities to ensure constructability and standards compliance.

Qualifications

• 15+ years of value engineering, cost estimating, or design review on public works, street, or transit projects.
• Experience leading VE studies from planning through implementation.
• Familiarity with LA/Caltrans/Greenbook standards and city requirements.
• Able to work typical business hours in person.

Responsibilities

• Leads VE studies and workshops on city street and park projects using structured VE methods.
• Analyzes plans, specs, and cost estimates for roadway, park improvements and utilities.
• Prepares life-cycle cost analyses and VE reports with cost, schedule, and risk info.

Senior Value Engineer

Position Description

• Enterris Associates is seeking a Senior Value Engineer will provide additional professional support on city street and park improvement projects across multiple Los Angeles-area jurisdictions.

Essential Job Duties

• Leads and facilitates value engineering studies and workshops on city street and park improvement projects, using a structured value methodology.
• Analyzes plans, specifications, and cost estimates for roadway, pavement, and bike path work; utilities; sidewalks, bus shelters, and bus stop amenities; curb ramps, curb and gutter, and ADA improvements; and traffic and pedestrian signals.
• Analyzes park and public recreational space improvements such as shade structures, hydration stations, misters, bike racks and lockers, micromobility amenities, ADA parking, utilities and lighting, and minor flatwork and civil works.
• Identifies and evaluates design alternatives that reduce cost, shorten schedules, and improve constructability while meeting program function, performance, and ADA requirements.
• Prepares life-cycle cost analyses and cost comparisons for proposed alternatives.
• Prepares value engineering reports and recommendations with supporting cost, schedule, and risk information for the Owner.
• Reviews design deliverables for constructability and coordination, and comments on inconsistencies, conflicts, and omissions.
• Coordinates with designers, the Design Manager, the Resident Engineer, jurisdictional agencies, and utility owners to confirm that recommendations meet applicable jurisdictional standards.
• Tracks the acceptance and implementation of value engineering recommendations and reports the resulting savings.
• Guides and mentors project staff on value engineering practices.
• Performs other duties as assigned.

Professional Experience Level / Other Qualifications

• 15 or more years of experience in value engineering, cost estimating, or design review on public works, street, or transit projects.
• Demonstrated experience leading value engineering studies from planning through implementation of recommendations.
• Familiarity with the standards and requirements of the following: City of Los Angeles (Green, Blue, Brown, and Red Book standards for public works), the Cities of Downey, Bell, Bell Gardens, Huntington Park, Norwalk, Long Beach, El Monte, and Carson, Caltrans, the County of Los Angeles, and CT Greenbook Standards.
• Able to work typical business hours in person.
• Commute to the project office/IPMO is at the employee's own expense.

Education / Training / Certificates

• Bachelor's degree in Civil Engineering, Construction Management, or a related field, or equivalent experience.
• Professional Engineer (PE) license or Engineer-in-Training (EIT) certificate, preferred

Hardware / Software Knowledge

• Proficiency in Microsoft Word, Excel, and PowerPoint.

Compensation

• This role is salaried/exempt with a base annual salary range of $166,400 - $208,000 and commensurate with skill, education, experience, and work location.
• This role is bonus eligible after 6 months of employment.
