Job summary

The Residential Utility Consumer Office (RUCO) in Phoenix, AZ seeks a Public Utilities Manager to lead complex utility regulatory, financial, and accounting matters for electric, natural gas, water/wastewater, and telecommunications rate cases. You will analyze filings, prepare testimony, and present expert testimony before the Arizona Corporation Commission, guiding RUCO's position and strategy.

Qualifications

• Must possess a licensed CPA in Arizona.
• Experience in utility regulation and auditing.
• Strong leadership, communication, and collaboration skills.

Responsibilities

• Prepare testimony, exhibits, and studies for rate cases to support RUCO's adjustments.
• Lead analysis of financial and accounting records of utilities seeking rate increases.
• Draft cross-examination questions and post-hearing filings; support policy recommendations.
• Supervise analysts and provide guidance, training, and coaching.
• Present testimony and exhibits under oath before the ACC; coordinate with external consultants.
