Job summary

City of Riverside is seeking an experienced Utilities Principal Analyst to lead financial planning, budgeting, and rate design for the Public Utilities Department. You will oversee staff, develop policies, and provide expert analyses for water and electric operations.

The role requires advanced Excel skills, a CPA is desirable, and a strong background in governmental accounting. Expected collaboration with City Council and boards, with emphasis on long-term financial forecasting.

Qualifications

• Six years of responsible experience in governmental or commercial accounting and/or auditing, preferably with utilities.
• One year of supervisory experience is desirable.
• Certificated Public Accountant licensure is highly desirable.
• Bachelor's degree in accounting or business administration from an accredited college or university.

Responsibilities

• Oversee the work of assigned staff; train employees on work methods and procedures, financial planning, economic and budget analysis, cost of service and rate design activities and procedures.
• Participate in the development of policies and procedures to improve the Department's financial and administrative operations.
• Provide highly technical expertise in budget administration, financial planning, cost of service, rate design and economic analysis.
• Provide oversight and training to Utilities Management in budget theory, methodology and techniques regarding budget planning.
• Analyze departmental financial and administrative systems and procedures; develop and implement new accounting and/or financial systems.
• Analyze financial reports and statements for the department, bond rating agencies, and rate/fee-related materials for agencies.
• Oversee departmental accounting-related activities and annual audit; develop reporting and monitoring systems.
• Analyze proposals for water and electric projects; perform cost-benefit analysis and risk assessment.
• Oversee cash flow analyses, financial reports, planning models, and forecasts for revenue, expenses, and fund balances.
• Monitor the five-year financial forecast and update models for changes in plans and conditions.
• Ensure revenues, expenses and fund balances align with budget and policies.
• Respond to financial and rate surveys and information requests from utilities and agencies.
• Make presentations to the Public Utilities Board and City Council as needed.
• Prepare revenue budgets for electric and water utilities; testify on cost of service and rate design.
