Job summary

NPAworldwide is assisting a leading global consultancy with the Hudson Tunnel Project. We seek a Senior Civil Engineer focused on utilities to lead civil/utility efforts across water, sewer, drainage, gas, power, and telecom for a landmark rail infrastructure program in the NYC metro area.

The role involves coordinating with Amtrak, utility owners, and contractors in a design-build environment, ensuring constructability, and resolving field challenges while supporting project delivery and junior

Qualifications

• Bachelor's degree in civil engineering; master's preferred for advanced roles.
• Professional Engineer (PE) license in New Jersey or New York.
• 10+ years of progressive civil engineering experience with emphasis on utility infrastructure and construction
• Ability to resolve complex field issues and manage design changes during construction
• Broad civil engineering knowledge: utilities, drainage, grading, infrastructure systems
• Familiarity with Amtrak standards, AREMA, NJDOT, NYDOT
• Experience coordinating with contractors, utility owners, and public agencies
• Proficiency in AutoCAD Civil 3D, MicroStation, and related tools
• Strong communication, problem-solving, and stakeholder coordination skills
• Local resident of NYC metro tri-state area; hybrid project office work
• Experience in design-build or progressive delivery environments
• Familiarity with FRA, FTA, DOT requirements

Responsibilities

• Serve as technical SME for utility infrastructure during construction.
• Cover water distribution, sanitary sewers, stormwater drainage, natural gas, electricity, telecom networks.
• Act as civil/utility SME for a major Amtrak design-build project.
• Provide technical support to field teams and resolve construction issues.
• Review designs against field conditions, constructability, and constraints.
• Manage RFIs, submittals, field changes, and design deviations.
• Coordinate with contractors, Amtrak, utility owners, and multidisciplinary teams.
• Support utility coordination during ties-ins, relocations, and sequencing.
• Contribute to broader civil scope: drainage, grading, corridor infrastructure.
• Review shop drawings and as-builts; participate in field inspections and meetings.
• Identify and mitigate risks affecting cost, schedule, and constructability.
• Provide guidance to junior staff and support project delivery
