Qualifications

  • 7-10 years of relevant professional experience in public policy, regulatory affairs, government relations, industry advocacy, or a comparable role; offshore oil and natural gas issues preferred.
  • Bachelor’s degree in public policy, law, environmental science, engineering, political science, or related field; advanced degree preferred.
  • Deep understanding of offshore oil and natural gas operations and related legislative, regulatory, technical, and stakeholder landscape.

Responsibilities

  • Leads the development, implementation, and communication of API policy positions related to offshore oil and natural gas exploration, development, and production, focusing on offshore access, safety, environmental protection, and marine species policy.
  • Provides expert analysis and recommendations to API leadership and members on laws, regulations, and agency practices.
  • Identifies legislative and regulatory opportunities and risks; prepares comments, testimony, talking points, and advocacy materials.
  • Directs committees and workgroups, sets agendas and priorities, and builds consensus on policy positions and advocacy strategies.
  • Develops integrated advocacy strategies with API Government Affairs, Legal, Communications, Public Affairs, and other departments and councils.
  • Maintains senior-level relationships with API members, policymakers, regulators, and external stakeholders to advance API objectives.
  • Represents API before government agencies, Congress, media, and other audiences; translates complex issues clearly.
  • Manages projects, budgets, research, and contractor work with independence and sound judgment.
  • Provides rapid-response analysis and strategic guidance to API leadership on priority issues.
