Job summary

STR's Ocean Technologies & Acoustic Systems (OTAS) Group in Arlington, VA is seeking a Program Manager with a strong undersea-warfare background to lead a portfolio of advanced sensor and signal-processing programs for national security. You will coordinate multi-disciplinary teams across STR campuses, manage baselines, subcontractors, and contracts, and brief leadership on progress, risks, and milestones.

Qualifications

• Active TS/SSBI clearance with SCI; ability to obtain SAP accreditations.
• Technical degree required; advanced technical or military education is a plus.
• 8+ years of program management experience in defense/IC environments.
• Experience in design/development/build contracts with WBS, scheduling, and financial analysis.
• Experience managing projects larger than $10M for DoD/IC.
• Excellent interpersonal and communications skills; proven leadership of multi-disciplinary teams.

Responsibilities

• Execute multiple programs with tracked cost, schedule, and technical metrics.
• Lead proposals and ensure gated capture process adherence.
• Create subcontractor statements of work and manage subcontractors.
• Coordinate with contract manufacturers to reach LRIP milestones.
• Lead multi-functional teams and provide regular briefs to leadership.
• Foster collaboration with clear direction and constructive feedback.
• Monitor progress, anticipate risks, and initiate corrective actions.
