Responsibilities

  • Provide undersea weapon system expertise to NAVSEA affiliated PEOs.
  • Manage research and technology initiatives for weapon system development.

  • Manage contractual documentation to support acquisition milestones.
  • Assist in planning, programming, and budgeting for undersea warfare systems.
  • Track budgets and produce reports related to budget status.

Overview

Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. With over 50 years of business expertise and consistent growth, we support the Navy and other DoD organizations through rigorous, objective analyses in the undersea, naval special warfare, and expeditionary warfare enterprises. SPA’s Undersea Technology Portfolio, within our Sea, Land & Air Division, enables decision‑making, planning, and strategy through emerging technologies and warfighting capabilities.

Responsibilities
  • Provide undersea weapon system subject‑matter expertise to NAVSEA affiliated PEOs and program managers for selected appropriated programs.
  • Assist in managing, overseeing, and executing research and technology initiatives and weapon system development.
  • Support government program managers in developing and managing weapon system requirements, acquisition documentation, and program actions.
  • Manage contractual documentation and deliverables from the prime system integrator to support system design and development acquisition milestones.
  • Assist in planning, programming, budgeting, and execution (PPBE) for undersea warfare systems, including developing fiscal estimates, exhibits, documents, briefs and schedules to satisfy the PPBE process.
  • Track budgets, spend plans, funding obligations, and execution, coordinating with stakeholders as directed; produce reports related to budget status and execute Earned Value Management System.
Required Qualifications
  • 10 or more years of experience in program/project management.
  • 10 or more years’ experience with Navy acquisition and/or in‑service programs.
  • 5 or more years of experience working with U.S. Navy submarine programs.
  • 3 or more years of experience as a program manager.
  • Demonstrated leadership and strong communication and customer‑management skills.
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel).
  • Active Secret DoD clearance.
Desired Qualifications
  • Bachelor’s degree in a relevant technical or managerial discipline.
  • Experience with submarine combat systems, fire control, BYG‑1, or weapons control.
  • Experience in Navy acquisition or in‑service programs that includes leading programs or projects and interfacing with end‑item customers.
  • Experience on Navy sonar/radar, combat system, training system, electronic warfare or imaging system, or other undersea warfare programs.
Pay Range

Salary range: $120,000 – $160,000 per year. Compensation includes competitive base pay and variable opportunities, and employees may enroll in benefit programs such as health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance, and paid/unpaid leave.
