Description Of Duties/ Essential Functions

The City of Houston Office of the City Controller is seeking an experienced and highly analytical Senior Treasury Analyst to support the City’s treasury, investment, banking, cash management, debt management, and financial reporting activities. This position performs advanced financial analysis and provides professional support for the management and oversight of the City’s investment portfolio, daily liquidity, banking relationships, debt obligations, and related financial operations.

The Senior Treasury Analyst plays a critical role in safeguarding City funds, maintaining sufficient liquidity to meet daily operating requirements, ensuring accurate financial reporting, and supporting compliance with applicable laws, regulations, investment policies, debt covenants, and City policies. The position works closely with City departments, financial institutions, investment professionals, bond professionals, auditors, and other internal and external stakeholders.

Senior Treasury Analyst duties will include but are not limited to:
Investment & Cash Management
  • Reviews daily bank activity, cash balances, deposits, check clearings, ACH transactions, anticipated revenues, expenditures, and other variables to determine the City's daily cash position.
  • Inputs investment transactions and market values into portfolio management systems and reconciles investment activity and portfolio values to the City's general ledger.
  • Maintains cash-flow and liquidity forecasts and analyzes projected revenues and expenditures to identify short- and long-term funding requirements.
  • Monitors investment portfolio performance, maturity schedules, money market balances, diversification requirements, and investment sector limitations.
  • Performs due diligence and financial analysis of investment counterparties and commercial paper issuers in accordance with policy requirements.
  • Prepares investment reports, supporting schedules, journal entries, and other financial documentation.
  • Assists with updates to the City's Investment Policy and preparation of investment-related agenda items.
  • Assists with Bloomberg-based analysis for derivatives, investment structures, and market-related data.
Banking & Financial Operations
  • Reconciles bank accounts and investment pool accounts to the general ledger and researches and resolves discrepancies.
  • Serves as a liaison with financial institutions and City departments regarding banking services, cash management, invested funds, and financial transactions.
  • Prepares monthly journal entries related to investments, interest income, banking activity, debt service, and other financial transactions.
  • Reviews financial proposals and related documentation for completeness, accuracy, compliance, and adherence to established procedures.
  • Analyze SAP Trial Balance periodically for several debt schedules.
  • Transmit Vendor files (ACH/EFT and manual check entry in Access).
  • Pull vendor or payroll items from the transmitted files for various City departments.
  • Computer and analysis accounting entries in respect to the City’s ERP system.
Special Projects
  • Assists management with coordinating daily Treasury activities and prioritizing assignments to meet critical financial deadlines.
  • Reviews completed work for accuracy and completeness and assists with identifying and resolving complex financial or operational issues.
  • Provides technical guidance and training to Treasury staff and serves as a resource to City departments on treasury-related matters.
  • Identifies opportunities to strengthen internal controls, improve processes, enhance reporting, and increase operational efficiency.
  • Performs financial research, special projects, analysis, and recommendations at the request of management.
  • Establishes and maintains credibility with internal and external stakeholders by providing timely, accurate, and well-supported financial analysis and reporting.
  • Performs other duties as assigned and complies with all applicable City policies and procedures.
WORKING CONDITIONS

This position is physically comfortable with discretion of walking, standing, etc. Essentially normal office environment with acceptable lighting, temperature, and air conditions.

Minimum Requirements
EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Finance or a closely related field.

Experience Requirements

Five years of progressive professional experience closely related to the activities of the division are required.

A Master's degree in Business Administration, Accounting, Finance or a field closely related to the activities of the division may be substituted for two years of experience.

License Requirements

None.

PREFERENCES

Preference will be given to candidates with significant experience in treasury management, investments, banking, governmental finance, debt management, accounting, or financial analysis. Experience working with a large governmental entity, public-sector investment portfolio, municipal debt program, commercial paper program, or complex banking environment is highly desirable.

The successful candidate will demonstrate strong financial judgment, attention to detail, accountability, and the ability to operate effectively in an environment responsible for managing and safeguarding significant public financial resources.
