Job summary

Blue Sky Innovative Solutions LLC is seeking an experienced Contract Project Manager to support a high-visibility organizational transformation for the Department of Homeland Security (CISA). The role combines program management with subject-matter leadership in transformation, guiding assessment, design, and implementation across multiple workstreams.

The candidate will engage senior Government leaders, manage a team of consultants, and maintain governance, schedule, cost, and risk controls.

Qualifications

• 10+ years leading Federal programs or complex transformation engagements.
• Experience directing analysis, shaping recommendations, and guiding implementation.
• Ability to engage senior Government leaders as trusted advisor.

Responsibilities

• Lead the Operational Assessment and Implementation workstreams across the transformation effort.
• Direct current-state assessment, future-state design, prioritization, and implementation planning.
• Guide findings and recommendations related to governance, interfaces, and information flows.
• Lead senior-level reviews, decision discussions, and stakeholder engagement.
