Job summary

Horrocks seeks an experienced Senior Traffic Engineer to plan, manage, and deliver complex transportation projects with a focus on Intelligent Transportation Systems, traffic signals, and roadway lighting.

The Senior Traffic Engineer will serve as a project manager and technical leader, guiding internal teams and working directly with clients and public agencies to deliver compliant, high-quality traffic engineering solutions. The position primarily supports Utah offices.

Qualifications

• Bachelor’s degree in Civil Engineering from an ABET-accredited program.
• Professional Engineer (PE) license required; PTOE certification preferred.
• 8+ years of professional experience in traffic or transportation engineering.
• Design-Build or alternative delivery experience a plus.
• Experience leading technical teams and managing complex projects.

Responsibilities

• Manage and deliver traffic signal, ITS, and lighting projects from planning through design and construction support.
• Lead scope development, budgeting, scheduling, staffing, and client coordination.
• Provide technical oversight, quality control, and mentorship to staff.
• Coordinate with multidisciplinary teams for integrated project delivery.
• Support proposal development and scope definition.
