Job summary

Environmental Resources Management (ERM) seeks a Senior Consultant, Lead Title Agent to lead title research for utility and infrastructure projects. You will supervise title teams, resolve complex ownership issues, and ensure defensible findings for acquisition and permitting. This is based in the Richmond, VA or Charlotte, NC area.

You will mentor staff, develop QA/QC standards, and coordinate with clients and stakeholders to mitigate risks and drive project success.

Qualifications

• High school diploma or equivalent required; experience acceptable.
• 3–4 years title search, abstracting, examination, or related title services.
• Experience leading title teams, supervising personnel, assigning workloads, reviewing work products.
• Strong knowledge of chain-of-title analysis, ownership determination, recording practices, title examination methodologies.
• Experience resolving complex title issues: heirship, probate, intestate succession, estate administration, trusts, corporate ownership, multi-generational chains.
• Knowledge of real estate records, county recording systems, tax records, legal descriptions, parcel IDs, and title documents.
• Ability to read and summarize deeds, mortgages, liens, easements, plats, surveys, court filings, tax records.
• Proven QA/QC, title review protocols, and production process improvements.

Responsibilities

• Conduct title searches for residential, utility, infrastructure, and ROW projects.
• Document chain of title, current ownership, vesting, tax info, mortgages, liens, easements, and covenants.
• Interpret legal descriptions, parcel IDs, tax maps, and recording documents; confirm ownership history.
• Prepare title search reports, ownership summaries, and supporting materials for reviewers and clients.
• Identify title issues, gaps, encumbrances, or risks affecting acquisition, access, permitting, or development.
• Coordinate with county offices, title companies, attorneys, surveyors, and internal teams.
• Maintain organized records with sources, correspondence, findings, and deliverables per QA procedures.
• Lead, assign, and monitor title research activities; provide technical oversight.
• Perform QA/QC reviews of title reports and packages; ensure defensible deliverables.
• Develop and implement title execution plans, workflows, and production standards.
• Train and mentor junior staff; monitor workloads and timelines.
• Analyze title risks and propose ownership remediation and mitigation strategies.
• Track production metrics and report progress to leadership.
