Overview

International Logic Systems, Inc. (ILS) is a government contractor located in Washington, DC area. A CMMI Level (3), ISO 9001:2015, and ISO 27001 organization, ILS provides integrated services and flexible solutions to federal agencies and private institutions.

ILS is looking for a dedicated Technical Proposal Writer to support technical documentation and ensure quality across the board for all deliverables.

This position is pivotal in supporting ILS’ vision for excellence and growth. You will lead full lifecycle proposal execution, managing everything from reviewing Requests for Information/Proposals (RFIs/RFPs) to strategizing and creating high-quality, compliant proposals. Working closely with executive leadership, you will ensure on-time delivery of winning proposals that align with our company’s mission and vision.

Responsibilities

• • Proactively identify growth opportunities by reviewing GovWin and other applications to find new opportunities and providing regular updates to leadership.
  • Write winning technical proposal sections based on PWS.
  • Update CRM to maintain an accurate pipeline of opportunities.
  • Increase proposal efficiency, volume, and quality across areas such as:
    • Proposal development and QA
    • RFI, RFP, and RFQ analysis aligned with past performance
    • Past performance writeups
    • Basis of Estimates (BOE) development
    • Contracts and subcontracts management
  • Build and maintain strong relationships with the customer community, including Government agencies, industry primes, and subcontractors.
  • Identify and pursue opportunities that align with ILS’s core capabilities on existing contract vehicles.
  • Refine and utilize the proposal process to ensure consistent, high-quality proposal submissions.
  • Analyze technical requirements within solicitations and develop a thorough understanding of the audience and objectives.
  • Lead proposal teams to create compelling, solicitation-compliant content, including Management and Technical Approaches, Past Performance, and various plans (e.g., Quality, Subcontracting).
  • Develop and communicate innovative win strategies that emphasize customer needs, competition analysis, and ILS-specific strengths.
  • Configure and maintain the ILS Proposal Library to ensure easy access to reusable content, employee resumes, and past performance documentation.
  • Stay informed about new markets, opportunities, and competitors, and proactively share insights with the Business Development team.

Qualifications

• • 5+ years of experienceas a Proposal Writer or Proposal Manager, specifically for software development projects.
  • Proven expertise in all phases of proposal development, from analysis to submission, with a focus on crafting winning strategies.
  • Documented success with $5M-$100M awards in Federal agencies.
  • Bachelor’s degree in a relevant field.
  • Familiarity with GovWin (or similar) business intelligence software.
  • Experience with both small and large company proposal development targeting Federal and commercial opportunities.
  • Highly proficient in Microsoft Office Suite and AI-powered writing tools.
  • Highly proficient in SharePoint and JIRA.
  • A resourceful, detail-oriented, and self-driven individual eager togrowin a fast-paced environment.
  • Exceptional interpersonal and communication skills for virtual and in-person interactions.
