Job summary

Description

Salary range is $101k to $207k, with a midpoint of $154k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term limited position of 3 years.

GENERAL PURPOSE:

Under general direction, the Senior Technical Project Manager is responsible for the planning, coordination, and delivery of a large-scale Enterprise Resource Planning (ERP) project for a regional public transit agency. The ERP project is part of an enterprise systems redesign program jointly owned by the Information Technology (IT) and Business Transformation divisions, reflecting shared accountability for both technical execution and business process outcomes.

Operating in a matrixed environment, this role manages the quality, scope, schedule, and budget related to assigned project and works within the IT-Project Management Office’s formal processes to support the products delivered to the Agency. This position requires technical aptitude in ERP systems and experience partnering closely with IT architecture, infrastructure, security, and integration teams, as well as leaders accountable for business process redesign, organizational change, and value realization. Ensures ERP solutions are delivered securely, reliably, and in alignment with agency operational, financial, and regulatory requirements.

ESSENTIAL FUNCTIONS:

  • Deliver the ERP project under a shared governance model with IT and the Business Transformation business unit.
  • Partner with leaders in all disciplines to align technical solutions with redesigned business processes and operating models.
  • Support joint decision-making by clearly communicating technical risks, tradeoffs, dependencies, and constraints.
  • Foster a collaborative, collegial, and supportive environment; and exercise strong leadership acumen.

Project Management

  • Plan and manage the ERP system integrator contract(s) through the full implementation phase, including architecture design, environments, integrations, data migration, testing, deployment, stabilization, and closeout.
  • Develop and maintain complete project plans that align IT technical milestones with business transformation timelines.
  • Ensures project(s) are delivered on time, within scope and budget while maintaining quality.
  • Manage risks, issues, and dependencies across workstreams and secure real-time decisions from program leadership when necessary.
  • Establish and enforce delivery standards, change control, and quality assurance processes.
  • Meets budgetary objectives and makes adjustments to project constraints based on financial analysis.
  • Confidently brief executive audiences and elevate issues for resolution when needed.

ERP Solution Delivery

  • Oversee configuration and implementation of Oracle ERP platform supporting finance, procurement, supply chain, human capital, and asset-related functions.
  • Coordinate technical integrations with EAM, payroll, financial reporting, fare systems, data warehouses, and other enterprise applications.
  • Ensure non-functional requirements are met, including security, performance, scalability, availability, and disaster recovery. Ensure functional requirements are with the configuration of the software.
  • Lead data migration, data validation, and data governance efforts in coordination with business data owners.

Stakeholder & Team Coordination

  • Serve as the primary point of contact between ERP functional team leads, system integrators, and organizational change specialists.
  • Facilitate design reviews, status meetings, and issue resolution forums.
  • Prepare and deliver clear updates for executive sponsors, steering committees, and governance bodies representing both IT and business leadership
  • Supervise performance of, develop, and coach employees assigned to the project in accordance with Sound Transit’s core values and expected behaviors.

Vendor and Contract Management

  • Manage system integrators, cloud providers, and ERP vendors in collaboration with the program leadership, procurement and legal teams.
  • Track vendor deliverables, milestones, and technical performance against contract requirements.
  • Review and approve technical designs, deliverables, and acceptance criteria.
  • Accountable for ensuring compliance with Sound Transit policies and procedures.

Change Enablement & Readiness (Technical Focus)

  • Partner with the Transformation unit to support change management and end-user readiness
  • Ensure environments, cutover plans, and support models are in place prior to go-live.
  • Support transition to steady-state operations, including knowledge transfer and operational support handoffs.

Compliance, Security, and Risk Management

  • Ensure technical solutions comply with applicable laws, regulations, agency policies, and transit industry standards.
  • Identify and mitigate risks related to cybersecurity, data privacy, system reliability, and service continuity.
  • Coordinate security reviews, audits, and compliance assessments as required.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Engineering, Information Systems, Business Administration, Information Technology, Computer Science, Engineering, Business, or a related field. Six years of experience in IT project management or technical program management, managing large-scale EAM or enterprise system implementations; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • Project Management Professional Certification (PMP).

Required Knowledge and Skills:

  • Demonstrated experience leading complex technical projects involving multiple vendors and stakeholders.
  • Strong project planning, organizational, and analytical skills.
  • Ability to lead multidisciplinary teams and manage competing priorities.
  • Ability to communicate complex technical concepts to non-technical stakeholders.
  • Proven ability to manage risk, schedule, and budget constraints in large programs.

Preferred Knowledge and Skills:

Physical Demands / Work Environment:

  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
