Job summary

Quantum Technologies LLC seeks an experienced Software Architect/IT Program Lead for NYSoH design and development. You will work with NYSoH staff, vendors and stakeholders to define requirements and ensure alignment with enrollment goals and state/federal rules.

The role requires extensive experience in large-scale IT projects and ACA/Medicaid knowledge. You will coordinate requirements, oversee complex software work, and communicate status to executives, while guiding technical design decisions

Qualifications

• 84 months of large IT project management with executive stakeholder interaction.
• 84 months of NYSoH/ACA marketplace implementation experience including eligibility and enrollment.
• 84 months of change-request development for ACA/Medicaid, including defining requirements and solutions.
• 84 months of business and operational analysis for ACA/Medicaid.
• 84 months of SQL queries and data extraction in DB2/Oracle for multi-terabyte databases.
• 84 months of data interrogation, analysis, and reporting for executives.
• 60 months of project supervision; PMP preferred.

Responsibilities

• Work on complex software in a fast-paced, high volume environment.
• Manage multiple projects at the same time.
• Utilize effective communication and facilitation to reach consensus among stakeholders.
• Deliver oral and written communications to business owners, IT teams, and management.
• Analyze and revise flow charts, process models, and technical specs.
• Provide regular status updates on risk, issues, and mitigations to upper management.
• Lead requirements gathering to define system functionality and operations.
• Coordinate resolution of design gaps with business and vendor staff.
