PayPal is seeking a Senior Technical Program Manager (IC8) to lead a multi-year AWS cloud transformation program focused on disaster recovery resiliency. You will own end-to-end technical strategy, cross-team execution, DR testing cadence, and audit-ready compliance artifacts for internal risk teams and external auditors.

This senior IC role requires credible technical chops to challenge architecture decisions, sequence dependencies, and communicate with the C-suite, auditors, and engineering

Qualifications

• 10+ years of technical program/project management experience.
• Experience running AWS disaster recovery programs.
• Proven ability to manage multi-year, multi-workstream programs across several engineering teams.
• Strong executive communication skills; experience presenting to SVP/C-suite audiences.

Responsibilities

• Own the multi-year roadmap for the cloud transformation and DR program, translating commitments into milestones and staffing plans.
• Build and maintain the master program plan across infrastructure, application, data, and network workstreams.
• Drive regular program governance with clear RAG status, risk registers, and decision logs.
• Manage vendor/professional-services engagements tied to the transformation.
• Define and track DR test success criteria and drive closure of gaps.
• Serve as primary contact for internal audit, risk, and compliance teams on DR readiness.
