Job summary

Fathom Management Inc. is seeking a highly experienced Technical Program Consultant III to provide operational leadership for the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)).

You will oversee mission support operations, facilities and SCIF management, and enterprise financial planning, coordinating across the Defense Intelligence Enterprise (DIE) and Pentagon teams. The role requires a Top Secret/SC I clearance, a Bachelor's degree, and 10+ years of

Qualifications

• Must have Active TS/SCI clearance and be a U.S. citizen.
• Bachelor's degree required for consideration.
• 10+ years of operations management experience.
• Experience supporting DoD organizations.
• Program management experience.
• Facilities management experience including SCIF operations.
• Financial planning and budget development experience.
• Resource management and procurement support.
• Executive-level communication skills.
• Records management and CATMS experience preferred.
• Ability to work onsite throughout the National Capital Region.

Responsibilities

• Lead day-to-day Mission Support Operations for OUSD(I&S) and the Defense Intelligence Enterprise (DIE).
• Coordinate mission support activities across multiple DoD agencies and organizations.
• Develop operational strategies to support readiness and objectives.
• Provide recommendations to senior leadership on mission support and enterprise initiatives.
• Manage enterprise mission support operations and set organizational goals.
• Coordinate cross-functional teams across multiple initiatives and monitor performance.
• Oversee office space planning, moves, renovations, and SCIF management.
• Ensure compliance with security and accreditation requirements in facilities and SCIFs.
• Develop annual spend plans and monitor infrastructure/IT expenditures.
• Support procurement and budgeting activities for mission support.
• Improve enterprise technology utilization and coordinate hardware/software acquisitions.
• Administer CATMS and supervise enterprise records management.
• Prepare executive reports and analyses for leadership decision-making.
