Job summary

Binance is seeking a senior technology leader to design, build, and own the technical perimeter of the local licensed payment business in Kazakhstan. You will shape IT architecture, secure data, and connect with Binance global platforms.

You will lead integrations with NBK, state information systems, and the Digital Tenge platform, and establish a robust information security program while recruiting and guiding a local tech team. Fluent English and Russian are required; Kazakh is preferred.

Qualifications

• Senior leadership experience in licensed banking/fintech IT.
• Proven capability building IT function for licensed entities.
• Deep knowledge of payment systems, security, and regulatory tech.
• Experience with NBK, KCIS, and state information systems is a plus.
• Strong communication across cross-functional teams and regulators.

Responsibilities

• Design and own target IT architecture for the licensed payments business.
• Lead integration with national payment infrastructure and state systems.
• Build interfaces between local entities and Binance global platforms.
• Deliver regulatory and statistical reporting to NBK and AFSA.
• Establish and oversee information security program (ISMS, audits).
• Manage outsourcing, SLAs, and vendor risk across the tech stack.
• Recruit and lead the local technology team across multiple domains.
