Job summary

The City of Dallas is seeking a Senior Systems Programmer to provide expert leadership in planning, implementing, and maintaining enterprise software systems and mainframe-related tooling. This role ensures high availability, performance, and reliability for city departments through rigorous change control and advanced problem solving.

Qualifications

• Knowledge of administering software and hardware systems including devices and other equipment.
• Knowledge of mainframe computer architecture.
• Knowledge of mainframe and computer hardware and software.
• Knowledge of one or more operating systems and systems programming.
• Knowledge of communications protocols.
• Knowledge of network administration.
• Knowledge of change management principles, methodologies, and tools.
• Ability to analyze and diagnose systems problems.
• Communicating effectively verbally and in writing.
• Establishing and maintaining effective working relationships.

Responsibilities

• Administers all software applications and systems with senior-level expertise for support, development, troubleshooting, and implementation of software solutions; oversees Enterprise System infrastructure.
• Coordinates and performs upgrades and changes to operating systems; leads lower-level programmers.
• Installs new releases, upgrades, and fixes to software and writes system-level programs as directed.
• Develops and writes complex program changes for systems-level programs; designs file access/storage techniques and interfaces to networks.
• Investigates new technologies and recommends applicability to City systems; plans major upgrades or conversions.
• Administers, manages, and monitors systems; supports email systems, mobile devices across the City.
• Creates performance measures and reports for resources; assists in procurement bid documents.
• Ensures validated deliverables meet specs; creates test summaries and maintains documentation.
• Updates system documentation reflecting changes; develops standards for resource users.
• Performs other work as needed.
